Summary This position is located in the APHIS Marketing & Regulatory Programs Business Services, MRP IT, Program & Project Management Directorate. The incumbent of this position is an experienced senior level IT Project Manager responsible for the management of complex, agency-wide and programmatic project that support multiple MRP agencies. This position will also mentor less experienced project managers. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Responsible for leading and managing large and complex IT projects that span multiple governmental organizations and IT disciplines. Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables; develops, modifies, or provides input to project plans. Gives presentations or briefings on all aspects of project. Identifies customers' information systems requirements; analyzes information systems requirements or environment; designs or conducts analytical studies. Ensures appropriate product-related training and documentation are developed and made available to customers. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience project manager leading and managing complex IT development projects, established priorities in integrated team efforts, attention to detail, and stakeholder management. Experience preparing IT development project documentation, briefings and provide presentations to senior management, project stakeholders, to enable them to make informed project decisions. Developing IT development project cost estimates, initiate funding/budget request, identify problems with a mitigation strategy, and effectively manage project risk. Experience facilitating IT development project work groups of subject matter experts through the initiation, planning, execution, and implementation phases of IT System Development Life Cycle (SDLC). Provide technical advice and guidance to senior executives, management, program stakeholders, and external subject matter experts in the areas of development and IT project management principles. Note: There is no education substitution for this grade level. In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. Worksite Information: This is a 100% remote position that must be located within the cities and/or counties listed in the vacancy announcement. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
