Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This IT Project Manager position is located at Enterprise Support (ES), Information Technology (IT), Governance, Risk, and Compliance Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Predicts potential trends identifying highly complex problems, financial considerations, and compliance with new regulatory requirements. Defines and develops new internal policies, procedures, and techniques for collecting data and analyzing broad trends, taking into consideration TSA, inter-agency, inter-governmental, and industry strategic priorities as well as legislative and regulatory requirements that affect TSA programs. Administers Agency-wide assessment program for compliance with existing and emerging technologies, policies, and regulations. Conceives, plans, and carries out a wide variety of special studies and analyses of highly complex issues with nationwide impact and which may fundamentally affect overall TSA programs and operations. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences. Often represents TSA as the primary technical authority for major high profile issues impacting TSA's cybersecurity program. Provides expert direction for multiple IT projects, risk assessments, compliance audits, and integrated project teams; establishes priorities between project management actions, reports requirements and budget plans. Interprets or develops technical and functional requirements to promote an improved and more efficient compliance assessment process. Leads Agency response to internal and external data calls and meeting related deadlines. Formulates TSA IT security program initiatives in response to critical IT security issues. Plans and coordinates TSA implementation of government-wide IT Security defense strategies to ensure protection of the TSA IT infrastructure. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. You must complete a favorable Background Investigation (BI). Selective Service registration is required. You must be able to obtain and maintain a Secret Clearance. These authorities are subject to change. Qualifications FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the requirements for all IT positions, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Applying project management principles, methods, and practices to plan and carry out major IT projects in at two or more areas (e.g., Cybersecurity Council representation/planning, contract management, risk assessment, acquisitions forecasting etc.). Developing and implementing IT security and cybersecurity approaches and procedures to mitigate risks. Expertise in technical capabilities needed to enable zero trust architectures as outlined in Executive Orders, NIST guides, Technical Configurations, and Zero Trust Architectures by the Department of Defense. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
