Summary This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Infrastructure Support Group, Information Technology (IT) Directorate, Program Execution Branch. This position serves as an IT project manager for DeCA business, financial, technology or data management systems' projects. Responsibilities Performs functions essential to acquiring and implementing IT solutions in accordance with Department of Defense (DOD) and DeCA defense business system acquisition instructions, policies, and procedures. Responsibilities cover all aspects of managing information technology projects to include: risk management; change management; project management; requirements analysis; cost-benefit analysis; systems life cycle management; technology awareness; stakeholder management; financial management; data management; and, acquisition processes, including investment management, system integration, program cost and schedule, performance, test and acceptance, deployment, configuration, management, quality assurance, information security and assurance, and maintenance planning. Develops or Implements information system security plans and procedures and ensures appropriate product-related training and documentation are developed and made available to the customer. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series 2210 and additional requirements by the announcement closing date. Experience: One (1) year specialized equivalent to at least GS-11. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience include: Providing investment management and acquisition support to functional sponsors from project inception through implementation. Conducting business process reengineering, defining high level outcomes and measures, developing a business case analysis and problem statement, and developing an analysis of alternatives study plan, estimating costs and benefits of the proposed project for presentation to governance boards. Developing preliminary design specifications and present draft specification to the team leader for discussion. Utilizing Earned Value Management and other performance evaluation systems to control and evaluate acquisition investments. Performing in-depth studies and analyses to determine technological impact resulting from adoption of new technologies and solutions, initiating necessary corrective actions to integrate the new solution. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. As a project manager, the incumbent is required to obtain a project/program management certification within two years of employment. The requirements are defined in the OCIO Program/Project Support Training Plan. The work of the position requires access to DeCA IT systems and is designated as IT Level II. The incumbent interacts with Agency representatives and External contacts of all levels in various mediums.
