IT Sourcing Specialist / Buyer
Job Description IT Sourcing Specialist IV Job Summary Functions as an IT category Sourcing Specialist within the Corporate Global Supply Chain Management organization to provide support of an effective strategic sourcing procurement program. Sourcing Specialist will manage IT master agreements, technology professional services and supplier relationships assigned for IT group spend. The position is expected have IT experience and to become an expert in the managed category field, understanding the market dynamics, sources of supply, influences on major suppliers, and the needs of internal company stakeholders at program and corporate levels. The position will assist with identifying areas of addressable spend targeting supplier and commodity optimization through negotiated strategic agreements, actively track supplier performance, and develop & report metrics for internal stakeholders, with the goal of assisting the company to operate leaner, faster, and more effectively for indirect and direct projects. Essential Responsibilities:  Identifies and manages the relationships with major suppliers and Amentum internal stakeholders.  Performs market research and functions as a market expert for the IT category. Assesses cost savings, cost avoidance and process innovation opportunities.  Manages IT category portfolio of internal projects routinely distributing brief(s)/reports to provide strategic sourcing updates.  Oversees data gathering and analysis, exploration and research into current industry trends, publishing the results to a wide list of company stakeholders (indirect stakeholders and Global Supply Chain buyers where appropriate)  Manages corporate/strategic agreements and purchase orders including monitoring performance, prices, and certifications; exercising of options, conducting market analysis, and negotiating prices; cradle to grave maintenance of agreements/subcontracts and purchase order files; issuing modifications as necessary; assisting management in resolving supplier problems; and resolving invoicing issues with Finance and Accounting.  Oversees/evaluates potential suppliers and ongoing performance. Performs periodic reviews of procurement actions for compliance with policies and procedures, competition, and prime contract requirements.  Ensures that all necessary data is entered and maintained in automated systems; provides feedback on data quality and system/ process improvement opportunities  Monitors the Small Business (SB) Program and identifies potential sources for compliance with the SB Program. Solicits new procurement sources with the assistance of management including small, disadvantaged, HUB zone, veteran-owned, woman-owned businesses, in addition to other Small Business subcategories recognized by the US Small Business Administration.  Compiles and submits reports to customers and management.  Performs all other position related duties as assigned or requested. Knowledge and Skills  Clear and concise communication skills, with experience presenting to senior management levels  Advanced experience with Microsoft Office, PowerPoint, SharePoint especially Excel to analyze spend data and Teams functionality. Power BI a plus.  Demonstrate cross-functional business partnership, project management and process improvement skills Minimum Requirements  Bachelor's Degree required, in management or supply chain management or engineering or compliance.  Seven (7) years of experience of working within a supply chain, procurement, subcontracts, or supplier quality role.  Experience in conducting wide supplier competitions. Must include RFI, RFP, supplier selection, and supplier performance management.  Must have knowledge of FAR requirements related to purchasing and logistics; experience performing these tasks under US Federal Government programs and maintaining compliance file documentation  Working with internal company stakeholders to finalize supplier requirements (statements of work) and to document negotiation objectives.  Ability to conduct supply chain analysis, redline negotiation of terms & conditions, compliance, and draw reasonable conclusions to make recommendations that withstand critical examination. Ability to communicate complex analysis to all levels of the organization.  Experience with COGNOS, Power BI, and Costpoint reporting capabilities preferred. Preferred Qualifications  Masters preferred, in management or supply chain management or engineering or compliance with five (5) to seven (7) years of experience working in supply chain, IT procurement, subcontracts or supplier quality role.
