Summary This position is in Office of Mission Support; Office of Information Technology Operations; Enterprise Operations Division; Infrastructure Engineering Branch; Cloud DevOps Section. About the Office of Mission Support | US EPA. This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as an expert and advisor for the Cloud DevOps Section, overseeing the management of cloud services, cloud solutions engineering, and cloud operations for a hybrid, multi-cloud computing environment; Evaluate and enable the adoption of cloud hosting services across the Agency. Oversee the development of operating procedures and implementation/updates of DevOps, and MOUs, ISAs & SLAs. Serve as an expert and advisor in diagnosing and resolving problems in response to customer application & operations related incidents. Serve as Project Officer, Contracting Officer Representative (COR) or Contracting Officer's Technical Representative (COTR). You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as managing operations and budgets for a cloud hosting environment; developing and supporting enterprise-wide cloud solutions and services while providing customer support in areas of cloud solutions. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of managing hybrid cloud hosting environments with the understanding of automation and CI/CD pipelines. Knowledge of AWS and Azure cloud services. Ability to lead in the management and implementation of new technologies and cloud services. Knowledge of cloud services and cloud solutions engineering best practices. Ability to manage deadlines, budgets, and chargeback for cost-recovery. Ability to implement new policies, and procedures including DevOps and associated technologies. Knowledge of collaboration tools for technical documentation and work collaboration. Skill in oral communication. Ability to collaborate with key stakeholders. Knowledge of technical and management requirements of IT contracts. Ability to provide technical advice and recommendations. Ability to manage work assignments and monitoring technical performance. Education You must have one of the following: -bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks; OR -IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
