Summary This position is in Office of Mission Support; Office of Records, Administrative Systems & eDiscovery; E-Discovery Division; Operations & Information Analysis Branch. Responsibilities You will: Serve as a senior expert and the Agency’s technical authority on the development and implementation of eDiscovery technology. Serve as the senior principal contact for EPA responsible for a wide range of complex assignments and projects related to the Agency’s eDiscovery program. Direct the design and development of policies, procedures, standards, and guidance for all aspects of the Agency’s eDiscovery program. Provide senior-level technical advice on the development, deployment, enhancement, and operation and maintenance of the Agency’s eDiscovery technology systems. Coordinate eDiscovery efforts among litigation teams, outside counsel, EPA IT personnel, and other agency stakeholders. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as experience leading and implementing innovative eDiscovery Information Technology (IT) projects; providing technical advice to managers and staff on eDiscovery IT systems, solutions, policies, and technologies; and designing and developing policies, procedures, and guidance to support the effective use of services and solutions. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the development, implementation, and operation of eDiscovery solutions and tools Ability to lead and manage the deployment of eDiscovery IT projects Skill in problem solving Ability to collaborate with case teams and litigation support professionals Skill in oral communication Skill in written communication Knowledge in planning and implementing an eDiscovery program Ability to design program goals, priorities, polices, and guidance Knowledge of eDiscovery technologies, including cloud-based technologies Ability to lead and implement transformation and improvement efforts Ability to communicate complex technical information to a variety of audiences Skill in consulting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education You must have one of the following: -bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks; OR -IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
