Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Supervises the operational technology section under the general supervision of the Assistant Operations Manager. Responsibilities You will supervise, plan, and recommend development and training to meet the requirements of hydropower plant and navigation facility maintenance for Operational Technology technicians. You will provide input into management decisions regarding equipment maintenance service contracts, evaluating the merits of contracting services versus in-house performance. You will provide direct support in administering installation-level navigational lock and hydro power information and operational technology (IT/OT), industrial controls, SCADA, and security networks. You will execute designs, functions, and processes to improve the reliability of hydropower, facility, navigation structure, controls, and communications systems. You will provide support and exercise judgment for electrical design improvements and maintenance, focusing on long-term planning for electrical systems. Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes Planning, directing and coordinating activities related to the operation, maintenance, repair and improvement of the hydropower plant, facility power, controls, communications, security, fire alarm and Supervisory Control and Data Acquisition (SCADA) systems. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
