IT Specialist (APPSW)
Summary This position serves as an Information Technology (IT) (Application Software) for the New Mexico State Office, Division of Minerals, located in Santa Fe, NM. This position is concurrently open to Merit Promotion eligibles under Announcement Number NM-MP-24-12508182-LWC. Responsibilities Duties will be developmental in nature when filled below the full performance level. Assist in the evaluation, design, and development of application software. Proficiency in programming languages such as C#, Microsoft .NET Framework, ASP.NET, VB.NET, ColdFusion Markup Language, JavaScript, HTML, CSS, jQuery, Python, SQL Server, MySQL and Object-Oriented Programming. Performs technical analysis as a key part of their role. Participates in various stages of IT projects. Collaborates with project managers and stakeholders. Develops, implements, and maintains applications. Plays a crucial role in translating functional requirements into technical specifications, ensuring the integration of all system components. Facilitates user access and provides end-user training. Ensures appropriate access controls are maintained. Conducts comprehensive assessments of new and existing IT initiatives and analyzes the impact of technology solutions on business processes and provides recommendations for enhancements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet both the IT-Related Experience and the Specialized Experience requirements described below. (3) Oral Communication- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 4) Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Specialized Experience GS-07: In addition to the four competencies above, applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service performing the following: 1) Assisting customers with the troubleshooting of software; 2) Working knowledge of technical systems, system design, software development, data science, and/or data structures; 3) Applying basic IT principles and practices to assist in providing software and systems development support; and 4) Assisting in implementing technical specifications into systems for business processes using technologies such as CFML, CSS, JavaScript, HTML, and Microsoft SQL. OR, Education: 1 full year of graduate level education pr superior academic achievement. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Specialized Experience GS-09: In addition to the four competencies above, applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service performing the following: 1) Providing full-stack software and data system development support; 2) Implementing design changes in response to changes in customer functional requirements; 3) Applying IT principles and practices to the software development process; and 4) Experience with frameworks and programming languages such as CFML, CSS, JavaScript, HTML, jQuery, and Microsoft SQL. OR, Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Specialized Experience GS-11: In addition to the four competencies above, applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:: 1) Analyzing functional and technical requirements of proposed or existing IT systems with an emphasis on ColdFusion Markup Language (CFML) or other relevant programming languages to determine avenues of development or modification; 2) Identifying alternative approaches to the design of current or proposed systems; 3) Preparing and executing tests for system software validation and reviewing production operations to identify, diagnose, and correct production-processing problems. OR, Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree that includes major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to obtain and maintain a valid state driver's license.. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. This position is considered a career ladder opportunity, with a full performance level of GS-11. Work can require travel to and from meetings and conferences away from the work site and the ability to operate motor vehicle and/or travel by commercial carriers is required. On occasion, incumbent must participate in system demonstrations and field based tests to verify system operation, or investigate operational problems at field locations Working Conditions: The work performed is in a typical office setting; but requires travel to attend meeting and conferences and field assessments. On occasion, incumbent must participate in system demonstrations and tests in uncomfortable conditions (rugged outdoor environments, exposed to hot, cold, and wet days). The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
