Notice of Result letters will not be sent to applicants who respond to this flyer. #LI-NAVSUPBSC Responsibilities At the GS-11, you will perform developmental duties as assigned. At the Full Performance Level (GS-12), you will perform the following: You will be responsible for most aspects of Information Technology (IT) analysis, requirements, programming, testing, implementation, coordination, and maintenance for detailed systems. You will research applicable regulations, standards, and policies governing a wide variety of topics such as policy, system performance, and processing conditions. You will design, develop, and modify program logic. You will conduct extensive analysis of IT design and modification proposals to determine feasibility and practicality of the project or proposed automation from a technical standpoint. You will establish and execute plans for the Quality Assurance (QA) of all programs in assigned systems, applications or equivalent. You will assign, integrate, coordinate, and monitor work. Requirements Conditions of Employment Qualifications GS-11: In addition to the Individual Occupational Requirements for this position, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector utilizing knowledge of applications software or systems engineering concept and techniques. Specialized experience includes some or all of the following; 1) Researching applicable regulations, standards or policies governing a wide variety of topics such as policy, system performance, and processing conditions. ; 2) Providing technical guidance in designing, coding, testing, debugging, and/or maintaining assigned systems or applications; 3) Applying knowledge of policies, standards, and regulations associated with the development process to plan and conduct studies for projects; 4) Coding and testing software changes; 5) Utilizing programming languages such as C#, HTML, JavaScript, Java Frameworks, VB.NET, .NET Framework, Visual Studio, Structured Query Language (SQL), and SQL Scripting to design applications. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience for the GS-11: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR A combination of education and experience. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. At the GS-12, there is no substitute of education for experience. Additional Information Salary Ranges: Mechanicsburg, PA GS-11: $75,436 - $98,062 GS-12: $90,416 - $117,545 Pearl Harbor, HI GS-11: $87,930- $114,302 GS-12: $100,091- $130,124 This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. For Pearl Harbor, HI: A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
