The primary purpose of this position is to serve as a senior IT specialist, performing Mission Information Manager (MIM) duties to support critical command, control, and mission information processes and systems (C2MIPS) for the Air National Guard (ANG). Responsibilities Analyzes complex operational and tactical processes and/or a variety of unusual problems, questions, or conditions relative to develop and employ command, control, and mission information, processes, and systems (C2MIPS) in order to support related mission activities. Develops and maintains required programs to support mission needs. Performs required testing, troubleshoots, and corrects system and applications software discrepancies. Manages mission knowledge, information, and situational awareness processes and systems for operational and tactical operating centers and units. Determines C2MIPS requirements and recognizes and analyzing trends and providing instruction and orientation services. Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes applying complex IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; Design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment; Application of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc.…), weapon systems, and command, control, and mission process, systems, and applications. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Knowledge of support principles sufficient to receive, respond to, and ensure complete resolution of problems. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate factual and procedural information clearly, both orally and in writing. Ability to perform duties with limited supervision PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
