Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (INFOSEC), Position Description Number D2179P01 / D1533P01 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an IT Specialist (INFOSEC), GS-2210-09, you will, administer the COMPUSEC Program and protects Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data. Administer the Network Security Program. Administer the Communications Security (COMSEC) program. Administer the Electronic Key Management System (EKMS) or Key Management Infrastructure (KMI) program. Adhere to management control plan requirements by conducting self inspection and staff assistance visits. Perform other duties as assigned. As an IT Specialist (INFOSEC), GS-2210-11, you will manage the COMSEC account for the Wing/Base and subordinate units. Manage the AFEKMS program for the Wing/Base. Prepare Emergency Action Plans (EAP's) Operating instruction to ensure that the EAPs can be implemented immediately. Serve as the Base Computer Security (COMPUSEC) Manager. Use state of the art information security software and hardware tools to gather information and manage security on assigned telecommunication networks and in the Wing/Base "firewall" or "Barrier Reef" software and hardware. Manage the Information Protection Assurance Assessment & Assistance Program (IPAAP) (IAAP) for the wing, tenants, and GSUs. Manage, develop, and conduct the base computer Security Awareness Training and Education Information Assurance Awareness Program. Serve as the Telecommunications Monitoring and Assessment Program (TMAP) Manager. Manage the Base Emissions Security (EMSEC) program. Establish, maintain, and exercise Information Condition (INFOCON) adjustment plans and procedures, to ensure mission critical systems capabilities are maintained, and sustained. Serve as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts. Assist users in determining equipment requirements to prescreen and determine if proposed system meets current COMPUSEC needs of the user requirements, to include future expansion, and comply with the AF computer security standards. Provides technical oversight, guidance, and direction to lower graded personnel. Consults with and provides advice to planning and implementation (P&I) function on relevant issues. Prepares and maintains files and publications IAW current directives to include both paper and electronic media. Coordinate with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution. Provide input to and coordinate on relevant support agreements that require section support to make sure they correctly identify products and services needed. Develop, implement, and maintain work center training programs. Based on local workload, may coordinate and prepare item for contract or warranty repair or replacement as required. Perform other duties as assigned. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 193rd SOW AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd AOG, 193rd RSG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E8 The supervisor for this position is SMSgt Harvey Manpower # 00889755 *NOTE: Accessioning into this position is contingent upon verification of Top Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-09: Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE: GS-11: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
