IT SPECIALIST (INFOSEC)
Summary You will serve as a Navy Nuclear Propulsion Information (NNPI) administrator in the INFORMATION TECHNOLOGY (IT) DIVISION (code 104) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. This NT-04 position is equivalent to the GS-11/12 grade levels. Responsibilities You'll manage Navy Nuclear Propulsion Information (NNPI) at NUWC Newport, including roster management, training, data processing/storage, investigating spills, contract support, compliance, and asset/data inventories. You’ll manage NNPI and Restricted Data access and training, coordinating with Training Office and POCs. Training includes Waypoints for CIV, Total Workforce Management System for CTRs, and Offline training for those without TWMS access. You will ensure training is administered, justification is appropriate, and that the applicable supervisor has signed; work with Personnel Security (Code 105) to administer forms. You will keep the NNPI Community of Interest (COI) updated on NNPI policies, procedures, and data protection tools. Approve SAAR-N requests for NNPI access and improve methods for managing the local NNPI COI, including additions and removals. You will liaison with NAVSEA 08 (SEA08): continue to cultivate a working relationship with SEA08; ensure better compliance with SEA08 policies and frequently communicate with NUWC Division Newport NNPI workforce. You will continuously monitor means of processing and storing NNPI across Navy networks to include Navy Marine Corps Intranet and local Research, Development, Test, and Evaluation RDT/E networks. You will support Flank Speed NNPI pilot(s) as well as Code 104 efforts to provide local RDT/E capabilities to process and store NNPI data; provide insight of NNPI program to Code 104 projects efforts to ensure sounds adherence to NNPI policies. You will In conjunction with the Command ISSM and local policies, investigate NNPI spills and report to SEA08 as warranted. You will improve means to track and maintain inventories of NNPI approved assets and network jacks; participate in efforts with departments to clear labs for NNPI processing. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade NT-03 (GS-09/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying Information Technology (IT) security principles, programs, policies or tools to ensure the confidentiality, integrity, and availability of secure systems, networks, or data for the enhancement of communications information system security programs. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Education TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
