The primary purpose of this position is to serve in the Wing Cybersecurity Office by administering and managing the overall Cybersecurity Program. Responsibilities Administers the Cybersecurity Program. Applies cybersecurity principles, methods and security products to protect and maintain the availability, integrity, confidentiality and accountability of information system resources and information processed throughout the system's life cycle. Guides work center personnel in the execution of a broad range of processes and practices to meet cybersecurity requirements. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-05 -GS-11 or equivalent in other pay systems. Specialized experience is experience in ??????? Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. . Ideal Candidate The ideal candidate will have specialized experience in administering and managing Cybersecurity Programs to include Emissions Security (TEMPEST), Computer Security (COMPUSEC), and Cybersecurity Awareness programs. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of cybersecurity principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating cybersecurity tools and procedures. Knowledge of cybersecurity requirements for Assessment and Authorization, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security assessments. Knowledge of enclave cybersecurity requirements and techniques for protecting computer systems from unauthorized users, data tampering, and malicious threats. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to apply findings of assessments to mitigate cybersecurity risks through the implementation of corrective actions. Ability to communicate effectively, both orally and in writing.??????? Ability to apply policies, principles, and cybersecurity concepts sufficient to carry out activities leading to Assessment and Authorization approval. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
