IT SPECIALIST (INFOSEC/ENTARCH)
Summary You will serve as a GG-2210-13 Information Technology (IT) Specialist (INFOSEC/ENTARCH), where you will perform duties related to Enterprise Architecture as well as lead projects and other IT efforts across the organization. This position is located at US FLEET CYBER COMMAND/ US TENTH FLEET (FCC/C10F) in Fort Meade, MD. Responsibilities You will identify and define business strategies and technical requirements regarding planning, design, development, testing, implementation, management, and support of IT systems and networks. You will lead team members on projects in program areas and collaborate with other professionals to ensure IT projects related to the enterprise meet timeline and suspenses. You will develop new and innovative methods to protect the confidentiality, integrity, and availability of data. You will conduct analysis to recommend solutions to gaps in analysis that are likely to impact IT security measures. You will serve as a liaison with other personnel to identify and define current and future technologies to support Navy Intelligence requirements. You will represent the organization at meetings, working groups, and conferences. You will manage a diverse portfolio of IT projects that require "buy-in" and deconfliction at all levels of the command pertaining to objectives, plans, and assignment of responsibilities across all directorates and subordinate units. You will direct communications with JFHQ DoD Information Networks, DoN Chief Information Office, Naval Network Warfare Command, Navy Cyber Defense Operations Command, Program Executive Office Digital, and multiple vendors as required. You will aid in the development of Naval policies as it relates to the IT enterprise in support of the Chief of Naval Operations (CNO) and Secretary of Navy staff. You will shape the future of US Navy NIPR/SIPR enterprise services across the globe. Requirements Conditions of Employment Qualifications This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1. Identify and define business strategies and technical requirements regarding planning, design, development, testing, implementation, management and support of IT systems and networks. 2. Lead projects and other IT efforts across the organization. 3. Assess systems and network vulnerabilities and ensure optimal use of commercial products to protect and defend the network. 4. This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of 651 proficiency level Advanced and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2. This designation requires: - The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. - The incumbent must obtain the required credentials within 12 months of appointment and maintain credentials as described in SECNAV M-5239.2 for DCWF role of 651-Enterprise Architect with a proficiency level (Advanced).
