Summary IOWA AIR NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION This position is open to current on board Title 5 and Title 32 employees of the 185th ARW, Sioux City, Iowa Air National Guard LOCATION: 185th ARW, Sioux City, IA Responsibilities As a IT SPECIALIST (NETWORK) (Title 5), GS-2210-12, you will perform the following duties. Responsible for ensuring the correct configuration of network devices. Develops methods and procedures and coordinates corrective action to optimize network performance. Researches, tests and evaluates software packages which provide performance measurements of the WAN. Develops the standard configuration software loads for all network devices. Develops benchmarks and performance measurements and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol and user/system files. (30%) Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. Documents how user data is stored and protected on network storage devices. Coordinates appropriate action to ensure backup processes are completed. Determines the use of network devices such as servers, workstations, and peripheral devices, and remote access systems. Responsible for implementation of configuration management plans for complex LANs and WANs with supported elements to include; headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Initiates appropriate measures to maintain network security. (30%) Develops plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Oversees the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Establishes procedures to maintain accurate records of authorized users of distributed software. Instructs lower graded information technology (IT) specialists in the administration and maintenance of the installation's network devices. Establishes network trust relationships. Recommends standard operating procedures for all devices on the network. Directs the review and evaluation of proposed software. Prepares briefings and presentations on the complexities of the installation network. These briefings provide the basis for long-range decision planning relating to IT network project management. Directs the analysis of equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Writes policy and plans for the installation continuity of operations plan (COOP). (20%) Serves as network administrator responsible for configuring hubs, and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns; and installing network software fixes and upgrades. Conducts performance tuning activities designed to optimize data management processes and recommends performance enhancements such as increasing storage capacity or modifying interfaces. May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance. MINIMUM EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS 2210 12 - Applicant must have the following experience: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Education Substitution of Education for Specialized Experience - Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position. Additional Information SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. Annuitants other than DSR annuitants hired on or after November 25, 2003, shall not have their salary offset by the amount of the annuity received for the period of reemployment in accordance with section 9902(h) of Reference (b). These individuals shall receive full salary and annuity during the period of reemployment; they shall not be considered employees for the purposes of subchapter III of chapter 83 or chapter 84 of Reference (b) (e.g., ineligible for retirement deductions, ineligible to participate in the Thrift Savings Plan); and their period of reemployment shall not be creditable for a supplemental or redetermined annuity.
