Summary You will serve as an Enterprise Configuration Licensing Manager and the principal subject matter expert of software acquisition, licensing and Configuration Management (CM). this position is located at HOPPER GLOBAL COMMUNICATIONS CENTER. Responsibilities You will plan and carry out complex assignments utilizing IT systems and services to include installation, operation, and maintenance of automated communications systems and other desktop technologies. You will develop new methods, approaches and procedures and provide advice and guidance on a wide range and variety of complex IT issues. You will diagnose, analyze and resolve IT systems and software and/or hardware problems. You will provide assistance and advice to users of IT systems and provide guidance to resolve processing problems. You will identify and define technical requirements applied to the planning, design, development, testing, implementation, management and support systems and networks. Requirements Conditions of Employment Qualifications Your resume must show one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Plan, monitor and govern all software licensing activities and requirements, ensure compliance with all configuration management policies, and exercise judgement in interpreting and applying laws, policies and regulations that pertain to software, copyright laws, and regulations concerning software support and accountability; 2. Review and approve all software purchases and make technical and sound decisions to ensure software purchases meet mission requirements, are cost effective, limit redundancy, enforce uniformity and reduce operating costs; 3. Collect, analyze, track, monitor, report, and govern all functional software licensing requirements and maintain oversight of life-cycle and license management for all software assets. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; - 2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
