Summary This position is located within the Office of the Chief Information Officer (OCIO), Enterprise Services Division, End User Services Branch, Enterprise Services Section. Responsibilities Serves as one of the IT Specialist/System Administrator technical authorities and subject matter experts for DOI IT business processes. Evaluates the technical and functional impact of the introduction of new products and techniques, and advises on their supportability and capabilities. Establishes and directs focus on challenging and highly complex project/programs. Identifies and resolves highly complex problems that cross organizational boundaries and promulgates solutions. Qualifications In addition to the specialized experience listed below, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this requirement involves experience in leading staff in the performance of Information Technology technical services for integration with Infrastructure as a Service (laaS) and Platform as a Service (PaaS) cloud offerings to support enterprise operations of a complex, large-scale environment and applying cloud-based design principles such as Software as a Service (SaaS), PaaS or laaS for enterprise systems and services and providing architectural support for Directory Services such as root services administration, advanced troubleshooting, installation, and resolving directory related issues. Only experience obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
