SALARY RANGES GG-11: $74,532-$101,855 GG-09: $67,867-$92,749 Responsibilities You will serve as an IT Specialist (SYSADMIN/NETWORK) in the Unified Atlantic Regional Network Operations Center (UARNOC) CENTRIX Division (N32), Operations Department (N3), at Naval Computer and Telecommunications Area Master Station (NCTAMS). You will provide Tier II support in the URANOC and establish/maintain connectivity between sites. You will resolve technical issues escalated by the Tier I Watch; including hardware and software components installed in the UARNOC dealing with interface and interoperability problems. You will plans, schedule, and install new program of record (POR) and non-POR systems installations and upgrades. You will assist with coordinating Authorized Service Advisories with the Command tactical planners and assists the installer with completing the System Verification and Operations Test (SOVT). You will manage and maintain systems across multiple hardware and software platforms. You will configure and optimize network servers, hubs, and switches. You will manage accounts, network rights, and access to systems and equipment. You will maintain documentation and develop Standard Operating Procedures (SOPs) for UARNOC systems. You will implement and execute security procedures and manages and administer security tools. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Maintaining systems across multiple hardware and software platforms. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Providing Tier II customer support for the coalition networks. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing training to Tier I support personnel on systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Resolving technical issues including hardware and software components installed and dealing with interface and interoperability In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: GG-11: -Experience identifying and resolving issues and performing necessary maintenance, installation, testing and configuration of network systems. -Experience executing systems administration methods and procedures to monitor and troubleshoot system availability. -Experience utilizing diagnostics tools to analyze problems and adjust, modify and recover network connectivity. -Experience developing backup procedures and recovering systems in the event of hardware or software failure. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-11. GG-09: - Experience installing hardware and completing software upgrades. - Experience utilizing network health tools to measure network effectiveness, identify trends and support fault isolation. -Experience assisting with safeguarding networking systems against malicious code and denial-of-service attacks. -Experience collaborating with supervisors to develop and maintain technical and operational policies for personnel management. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-2210-09. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GG-11: Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR Successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GG-09: Successfully completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR Successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
