IT SPECIALIST (SYSANALYSIS)

The primary purpose of this position is to plan, assess, and integrate Cyber Communication and Information Technology (IT) systems that support the end-to-end infrastructure and architecture for the operations of AF ISR, C4I networks and AF DCGS. Organizational location of position: 480th ISRW, 27th Intelligence Squadron, Plans and Resources (SCX), PSCXP, JB Langley-Eustis, VA. Responsibilities DUTY 1 - Serves as the Wing's functional lead for Integrating Cyber Communication and Information Technology (IT) infrastructure, Enterprise Services, and Long Haul Architectures. DUTY 2 - Provides technical guidance, advisory support, and assistance on acquisition strategies and/or major phases for ISR communications architecture capability modernization. DUTY 3 - Serves as the 480 ISRW/SC functional manager for 480 ISRW special programs relating to communications infrastructures, architectures, enterprise services, Data Centers and long haul circuits supporting ISR collection/exploitation initiatives. DUTY 4 - Represents the organization on assigned programs/functions at various levels of organizations including DoD, COCOM, AF, MAJCOM, DISA, host base and 480 ISRW subordinate units/sites. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in communications information technology policy and planning and enterprise architecture, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of information technology system administration and design and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles supporting communications systems and architectures, analysis concepts and techniques, as well as, new and emerging information technologies and solutions. 2. Knowledge of customary approaches, techniques, requirements, and strategies, to implement and integrate communication infrastructures/architectures upgrades and enhancements as well as release and testing methodology. 3. In-depth knowledge of existing policies and governance for ISR and associated IT systems. 4. Advanced skills in project management and systems integration with the ability to research, analyze, interpret, and apply rules/regulations/procedures. 5. Ability to understand and translate user/system requirements into enterprise change documentation and/or technical solutions; and ability to communicate effectively both orally and in writing, in order to produce technical reports and/or briefings for multiple forums and audiences. Ability to make decisions independently and in a self-directed manner in support of a team and/or organizational goals. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
