IT SPECIALIST (SYSANALYSIS/NETWORK)

The primary purpose of this position is to continuously monitor the health of NIPR/SIPR/HEDC enclaves through use of available tools such as Tenable ACAS or others. Develop strategies to achieve max impact and execute to patch vulnerabilities and troubleshoot certificate issues. Thoroughly test and then automate, when feasible, these strategies. Responsibilities Serves as a senior Information Technology (IT) Cybersecurity Specialist providing a wide range of cyberspace network activities, develops and maintains required programs to support mission needs. Analyzes complex operational and tactical processes and/or a variety of unusual problems, questions, or conditions relative to develop and employ command, control, and mission information, processes, and systems (C2MIPS) in order to support related mission activities. Performs required testing, troubleshoots, and corrects system and applications software discrepancies, manages mission knowledge, information, and situational awareness processes and systems for operational and tactical operating centers and units. Determines MRT-C requirements and recognizes and analyzing trends and providing instruction and orientation services. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series, to include the Individual Occupational Requirements (IOR) Information Technology (IT) Management Series, 2210 (Alternative A) Series. INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). An example of creditable specialized experience is described as: Assisting with developing, operating, and modify policies to ensure local cyber activities meet mission needs; provide advice, guidance, and direction on a wide range of cybersecurity program management and administrative issues; aid with providing detailed command, control, and mission systems, hardware, and application support to operational and tactical units; independently resolve system performance issues by performing a range of activities that include systematic troubleshooting and detailed analysis; upgrade, expand, and/or modify programs in response to operational and end user requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a broad range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of IT security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation. Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
