IT SPECIALIST (SYSTEM ANALYSIS)
Summary You will serve as an IT SPECIALIST (SYSTEM ANALYIS) in the Knowledge Management Directorate of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will serve as the primary administrative and technical point of contact for NECC's Unclassified Non-Public (NIPR) and Classified (SIPR) Web Portals. You will provide expert technical advice to NECC managers, and administrative and technical personnel to analyze, enhance, troubleshoot or maintain desktop and web software issues. You will apply multiple IT specialties to develop efficient technical solutions that utilize NECC Web Internet/Intranet sites, activities and services. You will provide the necessary administrative and technical training to designated Webmasters to function as the site administrators for all their command sites. You will evaluate new, enhanced, and re-engineered IT Web technologies and methodologies; creates virtual workstation and server environments to advise on their merit regarding benefit versus risk. You will act as the liaison with individuals and groups from outside of the NECC, including higher echelon Navy commands and other Department of Defense (DOD) agencies. You will lead migration efforts for Web Portal Internet/Intranet sites on unclassified and classified systems, including all phases from design, development, implementation, data migration, testing, monitoring and maintenance. You will interpret DOD and Navy higher echelon general Web regulations and guidance concerning Internet/Intranet sites, activities and services. You will develop written NECC guidelines, standard operating procedures (SOPs) and bulletins concerning the operations of NECC Internet/Intranet sites, services and activities. You will lead periodic reviews of applications and information systems to ensure functional requirements are satisfied and determine when applications and information systems need to be modernized, replaced or retired. You will prepare summaries for comparison of alternatives pertinent to cost effectiveness, time and equipment usage. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following. Experience using SharePoint and SharePoint platform-specific tools, SharePoint Designer, SharePoint Object Model (SOM), Page Layouts, and other SharePoint out-of-the-box integration apps to apply or combine simple to complex integrated solutions during ongoing projects. Experience using and highly proficient in MS Power BI, MS Planner, MS Power APPS, MS Power Automate, MS One Drive, MS Visio, Visual Studio, and other more common Microsoft 365 products User Store, and Business Connectivity Services, Windows Workflow Foundation, PowerShell. Experience using and highly proficient in Programming languages and Framework such as but not limited to .NET, JavaScript, C#, CSS, HTML, SharePoint Framework (SPFx). AND Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
