The primary purpose of this position is to serve as an Information Technology Project Manager (ITPM) and senior Information Technology (IT) Systems Analyst, and to provide technical consultation. Performs as an Information Technology Project Manager (ITPM) responsible to implement communication programs and special projects to improve existing capabilities and new systems requirements. Plans, organizes, coordinates, and manages acquisition of IT assets. Plans and develops methods, procedures, and policies regarding IT systems. Serves as a technical consultant. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Information Technology Management (Alternative A), BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience includes: manage IT projects as a project manager, assist with the planning, designing, and implementing of IT systems by analyzing requirements, developing acquisition strategies, and implementing systems enhancements; aid in in-depth systems analyses of existing systems and systems components, statistical and evaluative methodologies of security, reliability, and utilization of systems and networks to determine if organizational needs can be met; and assists in the specific milestones, appropriate data formats, systems interface plans, detailed system layouts, and test plans. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles. 2. Understanding of customers' business processes and operations to anticipate and refine functional requirements. 3. Expert in applied knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls. 4. Expert in applied knowledge of design tools, methods, and techniques as well as lifecycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods. 5. Expert in applied knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements. 6. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
