The consultant must have specific experience in J2EE application architecture and development 

Documented experience as an OOP developer (minimum of four projects) Team-oriented individual with excellent interpersonal, planning, coordination, and problem-solving skills Documented experience analyzing, designing and developing Enterprise Java Technology components for business applications. Proficiency in oral and written communication High degree of initiative and the ability to work independently and follow-through on assignments. Demonstrated experience using iterative software development methodologies including creating UML artifacts, RUP methodology, and visual modeling tools Experience must include development and unit testing of components (classes and objects), although complete lifecycle experience is preferred. Solid background in the practical application of the RUP six best practices preferred Understanding and use of Project Management Methodology is a plus Development of legislative applications is a plus 6+ years experience in object oriented development is a plus. 6+ years experience in an n-tier environment is a plus. Bachelor’s or higher degree in a related discipline is preferred.
