Job Summary
This position works 37.5 hours per week.
*SIGN-ON BONUS!* Newly hired employees to this class specification may be eligible for a sign-on bonus of UP TO $3,500!
This bonus will be paid in two parts:
a. 50% of the bonus will be paid on the first regularly scheduled payday after the applicant becomes a Spokane County employee.
b. The remaining 50% will be paid on the first paycheck after the employee completes their first year of service as well as their probationary period.
This position performs and takes responsibility for various technical and/or clerical duties in a unit of a corrections department using various computer programs and/or operating technical equipment. Performs and accountable for general responsibilities inherent to properly maintaining the office of the unit where assigned. Performs lower-level accounting work including jail inmate monies; handles receptionist duties which includes answering multi-line phones and direct contact with the public. Positions in this class may function as the only or principle clerical support personnel in an office; must have the ability to relieve technical and/or administrative superiors of routine office and/or technical responsibilities. Positions in this class may work as part of a team; must have the ability to establish and maintain good working relationships. They are expected to be responsible for the flow and completion of assigned work for a section within general guidelines, and with full occupational levels of skill and accuracy. Incumbents must be able to use independent judgment in the application and/or choice of procedures and in determining the priority of their workload. Work is subject to cross-checking and/or general review.
WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract submitting applications between 10/31/24 and 11/6/24. First consideration will be given to applicants working in Detention Services in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.
NOTE: **APPLICANTS SHOULD BE WILLING TO WORK VARIOUS SHIFTS IN AN OFFICE RUN 24 HOURS PER DAY, 7 DAYS PER WEEK, INCLUDING HOLIDAYS.
TOTAL COMPENSATION: $49,066 - $68,731 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
+ Maintains confidentiality of all information in Spokane County Detention Services records and files.
+ Creates, updates, and maintains all specialized records, and files including inmate files.
+ Answers multi-line phones; handles public inquires and/or counter work as required.
+ Prepares and/or types correspondence, reports, legal forms, documents, memorandums and directives.
+ Proofreads all work to ensure accuracy of grammar, spelling, etc. and makes corrections as necessary.
+ Receives and completes incarceration inquiry forms from DSHS/Social Security on current/former inmates.
+ Corresponds with Judicial and Law Enforcement agencies regarding inmate transport.
+ Coordinates with the following regarding the transport of inmates to court and/or other facilities: Detention Services, Law Enforcement agencies, and the Courts. Receives, reviews, and sets appointments for outgoing electronic home monitoring cases.
+ Creates, monitors, and updates work release rosters as required.
+ As needed, orders and maintains supplies and inventories items.
+ Uses various computer programs; records, searches, prints, corrects, and uses programs to create spreadsheets and new forms and/or files as needed.
+ Uses specialized programs, such as Offender database, as well Microsoft Office software and the Internet.
+ Handles the cash accounting system, which may include accepting bond monies, maintaining the daily record of various money accounts, serving as cashier for money transactions, balancing accounts, and preparing deposit slips.
+ Maintains cash account record of inmates.
+ Accepts and monitors release checks & debit cards for inmate pick-up; verifying identity before releasing said checks.
+ Collects, sorts and inspects incoming inmate mail. Collects and routes employee and/ or office incoming mail.
+ Processes outgoing mail, including inmate mail and makes necessary charges to their accounts as required.
+ Performs releasing procedures for inmates, which includes data entry into the computer system; coordinates active and inactive inmate files; and updates and maintains inmate records.
+ Cross-trains and covers the duties of other Detention units.
+ Participates in lower-level accounting work; may prepare or assist in preparing invoices and vouchers.
+ Performs other related duties as assigned.
Minimum Requirements
+ High School Diploma or GED equivalent.
+ Two (2) years of full-time responsible work.
+ May substitute up to one (1) year of additional education in office practices, secretarial science or related coursework for up to one (1) of the required experience.
+ Must be able to pass a background check.
+ United States citizen or lawful permanent resident who can read and write the English language, required.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
