About the Contract

Provide senior leadership and technical oversight for the Knowledge Management Division, encompassing Knowledge Management Services (KMS) and Knowledge Management Data (KMD) Branches for the J6 Directorate at USCENTCOM, HQ Tampa, Florida, covering both CONUS and OCONUS operations. Manages key lines of effort: Strategy and Policy, Plans and Operations, Collaboration, Integration, and Employment, Battle Rhythm, and Process Improvement, along with a diverse team of Power Platform Developers, Cloud Software Developers, Data Engineers, and Data Scientists. This role is vital to the Commander’s Decision Cycle and supports mission-critical decision-making.

Job Description

We are seeking a Knowledge Management Division Lead for USCENTCOM’s Knowledge Management Division within the USCENTCOM J6 Directorate to lead skilled teams focused on enhancing organizational and operational effectiveness by overseeing the management and dissemination of critical information and delivering advanced data solutions for USCENTCOM’s J6 team. This role involves formulating comprehensive knowledge management strategies, policies and procedures tailored to the command’s specific needs, establishes and maintains networks that facilitate the efficient exchange of information across various organizations, coordinate and synchronize B2C2WGs, manage the commands Battle rhythm, assessing the effectiveness of knowledge management initiatives to ensure continuous improvement overseeing the development, deployment, and maintenance of Power Platform applications, cloud software, data pipelines, and data science solutions within an Agile framework. The Knowledge Management Division Lead will have direct interaction with Division Chief (GS-15/O-6), Directorate / Command level (SES / GO) leadership on command-wide Knowledge Management equities and report directly to the Program Manager.

Duties and Responsibilities

Develop Knowledge Management Strategies: Design and propose systems and processes to capture, organize, and disseminate knowledge throughout the organization, including identifying critical knowledge areas and gaps.

Knowledge Capture and Codification: Implement methods to capture tacit and explicit knowledge from employees through documentation, training, and interviews.

Knowledge Sharing Facilitation: Foster a culture of knowledge sharing across teams and departments by creating platforms and initiatives to promote collaboration and best practice sharing.

Technology Implementation: Selecting and managing knowledge management tools and platforms to support knowledge sharing and access.

Performance Measurement: Tracking and analyzing the impact of knowledge management initiatives on business outcomes.

Team Leadership and Management: Lead, mentor, and manage a team of professionals, fostering a collaborative environment that encourages professional growth and high performance.

Resource Allocation: Oversee the allocation of resources, including personnel and equipment, to ensure optimal support for operational requirements.

Stakeholder Communication: Serve as the primary point of contact for internal and external stakeholders, ensuring clear and effective communication regarding KM services and data.

Risk Management: Identify potential risks to KM operations and develop mitigation strategies to ensure continuity and security of services.

Education

Bachelor’s degree in information technology, business administration, or related discipline.

Approximately 3 to 5 years of experience in Operations/Program Management

Required Skills

Strong Technical Leadership Skills with experience in managing cross-functional teams,

Strong Communication Skills, with the ability to present technical information effectively to senior military and government officials.

Desired Skills

Knowledge Management Practitioners Course with experience in JELC and Battle Rhythm Management

Clearance Requirement : Active TS/SCI clearance required.

The likely salary range for this position is $136,000 - $184,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
