Knowledge Manager/Dissemination Specialist

Your Impact\: 

Provides warning and all-source analytical support to DIA’s Defense Combating Terrorism Office to drive DoD policy, planning, and operational decisions to counter regional and transnational terrorism threats. We conduct mission-critical counterterrorism analysis focused on operational and strategic effects against emerging terrorist threat networks and identities operating globally with intent to harm U.S. persons, facilities, and interests. Our work includes delivering national watchlisting support to the TIDE database, providing expert assessments for the Pentagon/Joint Staff, and 24/7/365 support to DoD and senior policy decision makers, as well as international and interagency partners, on predictive threat assessments regarding transnational and regional terrorist threats. Analysts also support the Congressionally-mandated Prisoner of War/Missing in Action cell with analysis, collection, and 24/7 support to the U.S. government for global hostage threats or events against U.S. citizens.

Responsibilities\: 

Assist aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes. Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings. Disseminates intelligence products across separate

networks and portals. 

Demonstrate ability to publish content regularly and within requirements-driven deadlines in formats including Microsoft Office tools, electronic/soft copy  matrices and/or web-enabled formats.

 

Work with counterparts in other departments to update and maintain content accuracy.

 

Maintain records of dissemination; produce metrics, graphics, and briefings to support production management and mission management functions.

 

Possess general information systems experience with SIPRNet, JWICS, and standard IC message traffic retrieval systems, as appropriate; demonstrate ability to learn to use and support other tools that may be added or developed as the program evolves, with emphasis on information sharing and protection of Government information.

 

Demonstrate familiarity with the overarching DIA, to include the Directorate for Analysis, Directorate for Operations, Science and Technology, CCMDs, J2, and service intelligence architectures.

 

Demonstrate comprehension of logistics management support, information disclosure support and staffing procedures necessary for expedient communication and coordination with various echelons and partner organizations and offices.

 

Support the government in preparing FOIA requests. Produce tasking metrics, graphics and briefings.

 

Shall understand and apply IC guidance/directives, to include the latest CAPCO classification and FOIA release guidance.

Prepares and processes the movement of appropriately marked intelligence products between security domains. Manages the sending and posting of products to approved individuals, organizations, and sites, including the verification of appropriate clearances and accesses of users. Logs potential inadvertent security incidents and utilizing and maintaining site SOPs IAW the appropriate policy and guidance. Ensures the timely, accurate, and complete generation and modification of intelligence product metadata consistent with Government-approved standards. Uses government-specified tools to generate and modify product metadata (including, but not limited to, Government-developed macro based solution called the Document Dissemination Tool (DDT), Government-developed Create Organize Retrieve and Evaluate (CORE) tool, Government-developed DIA Product Control Numbering Database (PCN DB), and MS Office Suite. Performs cross-domain product (as associated material) dissemination on approved networks and registers product(s) into the approved intelligence repositories.

 

Clearance Required\:

Minimum Education\:

High School/GED

Minimum Years of Experience\:

5 Year

Preferred\:

Desired Experience\: 8 years of experience related to the specific labor

category with at least a portion of the experience within the last 2 years.

 

Desired Education\: Bachelor’s degree in an area related to the labor category from a

college or university accredited by an agency recognized by the U.S. Department of
