Job Description Business Title: Instructional Design Administrator The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. More than 11,000 employees operate NYCHA’s properties and central office functions. NYCHA’s Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are custom designed based on NYCHA standard operating procedures. L&D’s mission is to prepare NYCHA employees for the roles they’re in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers. Reporting to the Deputy Director of the Knowledge Management and Training Design Unit, the Instructional Design Administrator, is responsible for leading a dynamic team in the creation and delivery of high-quality instructional materials and training courses for NYCHA staff. This role involves overseeing the design, development, and implementation of engaging learning solutions that meet organizational goals and enhance employee performance. The Instructional Design Administrator ensures adherence to instructional design principles and best practices, manages project timelines, and resources, and collaborates with stakeholders to address training needs and gaps. Responsibilities include, but are not limited to the following: 1. Supervise a team of instructional designers and eLearning content specialists in developing and implementing engaging and effective training materials for adult learners, aimed at enhancing educational and training outcomes, in alignment with NYCHA’s mission and various housing initiatives. 2. Manage and coordinate multiple projects simultaneously, involving the development of instructional materials and the integration of innovative technologies to support effective learning experiences. 3. Conduct in-depth needs assessments and gap analyses to identify critical training requirements, leading to the creation of targeted instructional content that addresses key challenges and opportunities. 4. Monitor and evaluate the effectiveness of training programs through surveys, performance metrics, and learning analytics, making data-driven improvements as needed. 5. Facilitate cross-functional collaboration with subject matter experts, key stakeholders, and NYCHA department representatives to ensure the accuracy, relevance, and alignment of instructional materials with organizational goals. 6. Implement and promote educational strategies that maximize knowledge for diverse groups of adult learners. 7. Develop and maintain instructional design standards and guidelines, ensuring consistency, quality, and adherence to best practices across all instructional materials and projects. 8. Conduct field visits at NYCHA properties in all weather conditions when needed to elicit feedback from employee learners on the creation or delivery of training content 9. May perform the duties of subordinate personnel or that of the Deputy Director in their absence. 10. Perform other related duties as required. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or 2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or 3. A satisfactory equivalent combination of education and experience.
