As Labor Relations Manager you will be responsible for aligning the Department of Corrections (DOC) labor relations strategy with the overall goals and objectives of the agency and for providing multi-functional consulting services to administrators, managers, supervisors and employees regarding various employee and labor relations issues. Administering the employee and labor relations program including contract administration, grievance processes, organizing responses and contract negotiations for supplemental agreements; conducting research and providing and training on employee and labor relations issues; collaborating with agency leaders to assure positive employee relationships; and establishing effective relationships with labor union and management representatives to achieve the agency's objectives. This position will also have responsibility for overseeing the agency's Worker's Compensation program/functions. This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where DOC and state labor negotiation proposals are discussed and evaluated; and provides data and information to labor negotiations as it relates to workgroups, job allocation and selection issues. **Minimum Qualifications** Five (5) years of labor or employee relations experience, including experience in collective bargaining negotiations, contract administration and interpretations, conducting investigations, writing investigative reports, and hearing and responding to grievances. A Master's degree in Human Resources, Business Administration, Public Administration, Psychology, or a related field may substitute for 18 month of experience or a Bachelor's degree in the fields listed above may substitute for one year of experience. Applicants that meet the above minimum criteria will be further evaluated on the following minimum qualifications: + Demonstrated leadership experience including skills in conflict management and consensus building with diverse groups to solve sensitive problems and management skills to analyze and resolve ambiguous or controversial situations. + Critical thinking and problem-solving skills sufficient to research, evaluate, and analyze information, make sound decisions/recommendations to resolve issues, and to think beyond tried-and-true solutions and usual remedies. + Leadership skills to foster an environment that promotes diversity, inclusion, and continuous improvement. + Human Relations skills sufficient to develop and maintain reputable internal and external relationships and be able to influence management to consider a wide array of options and to ensure they fully recognize the implications of their decisions. + Communication skills sufficient to give concise direction, facilitate meetings, effectively present complex information to a wide variety of audiences + Excellent analytical and writing skills sufficient to organize ideas, conceptualize problems, categorize relevant and irrelevant data and provide written documentation and correspondence. **Preferred Qualifications** + Advanced degree in Human Resources, Labor Relations, or related field. + Supervisory experience sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward and manage direct reports. + Leadership experience in human resources or labor relations at the State of Minnesota or other government sectors. + Experience in investigative principles and techniques for conducting employee investigations and in assessing and recommending appropriate corrective action to management. + Knowledge of pertinent state and federal employment laws (e.g., M.S. Chapter 43A, ADA, FLSA, FMLA, Human Rights Act, I-9 Immigration Law, Workers' Compensation, Unemployment), personnel rules, Administrative Procedures, MN Government Data Practices Act, bargaining agreements and compensation plans, and other relevant personnel policies and procedures. + Experience with the State of Minnesota’s personnel system, policies, administrative procedures, and state and federal laws. **Physical Requirements** The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening prior to hire.
