Responsible for administering the Union job bid process, posting, finalizing bid awards, inputs Disciplinary Action Forms and tracks and documents all grievances. Assists with training events and provides support for Labor Relations staff. Assists with Step Three grievance and hearings in accordance with the Labor Agreement. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.
Responsibilities and Specific Duties Administers the Union job bid process which includes, preparing job bid postings, managing job bid log, and collecting job bids. Conducts testing, and prepares job bid announcement/awards. Prepares pay out letters for payroll for all union to nonunion transfers. Assists with all aspects of preparation for grievance hearings and post-hearing. Helps ensure consistency in the handling of grievances, investigations, and documentation; may assist with formulating appropriate responses to grievances within a specific time frame as outlined in the labor agreement. Inputs Disciplinary Action Forms and documents all grievance information. Assists with providing general information to union management and/or Union on general labor agreement interpretation, guidelines, and procedures or refers to Sr Representative or Management. May interface with Union officials regarding general Labor Relations issues. Helps in the preparation for arbitration hearings and lawsuits. Assists with research and support for labor negotiations. Assists with conducting surveys of other transit properties on wages, benefits, special issues, and compiles data. Assists with providing training, oversight, and guidance to managers of bargaining unit employees to ensure proper implementation, enforcement, and consistent practices. Provides assistance in Labor Relations training classes for bargaining unit managers and supervisors. Places emphasis on new supervisors to ensure consistency in handling grievances, investigations, and proper documentation. May be assigned to conduct training classes for Executive Assistants of bargaining unit managers, emphasizing confidentiality, and properly submitting documents to Labor Relations relative to job bids, grievance hearings and arbitrations. Conducts weekly new hire orientation for Union employees. Provides excellent customer service to METRO internal and external customers. Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP). Promotes safety awareness and follows safety procedures to reduce or eliminate accidents. Performs other job-related duties as assigned.Education Requirement
High school diploma or GED is required. Additional specialized/technical training and/or college courses preferred.
Years & Experience RequiredMinimum four (4) years of administrative, secretarial support or general Human Resources experience is required. Experience in Labor Relations or in a union environment is preferred.
Knowledge & Skills RequiredGeneral knowledge of the Union Labor Agreement is preferred. Excellent communications (verbal and written) skills. Strong problem-solving abilities and excellent customer service skills. Ability to maintain confidentiality of sensitive information and data is critical. General Microsoft skills with Word and Excel. Knowledge of SAP preferred.
