Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs a variety of tasks outside the powerhouse related to the operation, maintenance, minor construction and alteration, and repair of buildings and structures, roads and grounds including debris removal, operating machinery, and equipment as well as other Project facilities. Responsibilities Perform a variety of extensive maintenance and upkeep duties in and around the assigned buildings and facilities. Assist skilled trades or craftsmen by fetching tools, materials and equipment; holds, moves, rearranges, lifts, carries and stacks items and objects; cleans tools, equipment and work areas. Operates electric, gasoline, or diesel-powered forklift trucks involving all types of driving in and outside of buildings. Use a high-powered pressure washer for cleaning sidewalks, building exteriors and other facilities. Load and unloads heavy boxes, bulky supplies, and materials to and from trucks, dollies, etc., moves heavy boxes, cartons by hand, hand truck or dolly, opens crates and boxes using crowbars and cuts bands using shears. Operates vehicles such as trucks, sedans, and station wagons, and support construction equipment such as vacuum pump and tractor-mounted mowers. Performs building maintenance such as janitorial/custodial assignments. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) LABORER (MVO)~ without more than normal supervision. I have the ability to perform common labor and motor vehicle operating duties. I am skilled in cleaning tools, equipment, and work areas. I have the ability to complete a variety of ground maintenance tasks and load and unload various supplies and materials. I can perform janitorial assignments such as mopping floors, sweeping, and collecting garbage. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element) PHYSICAL EFFORT: Frequently lifts, carries, and moves objects weighing in excess of 50 pounds. Position requires frequent bending, stooping, standing, reaching, pushing, pulling, working on ladders and walking. Motor vehicle operation requires light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. WORKING CONDITIONS: Laborers perform work outdoors, indoors, underground, and in confined spaces. Indoor and underground work may occur in drafty and wet places all year long. Outdoor work may be performed for long periods, under all weather conditions, all year long. Work may be performed in close proximity to coworkers or may be performed alone. Floor and deck surfaces are sometime uneven, oily and slippery. Incumbent is exposed to moving objects and sharp edges with the possibility of cuts and bruises, noise and vibration from equipment. Occasionally the employee must climb and work from ladders (stationary, extension) and scaffolding, and is subject to serious injury from slipping and falling. Work requires being around moving objects or vehicles. Work involves exposure to dirt, grease, oils, smoke, chlorine, gas, some solvents and other mild hazardous chemicals. As an MVO, the work is mostly outside and operates vehicles in all kinds of traffic and weather on public roads and exposed to the danger of serious accidents. Drivers are exposed to dirt and fumes, and the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. They drive in heavy traffic and at highway speeds over complicated road and interchange systems. Incumbent may experience discomfort from wearing personal protective clothing and equipment. Incumbent is required to wear protective safety equipment, such as safety shoes, safety glasses with side shields, goggles, hearing protection, hard hat, safety harness, coveralls, respirators (to include tight-fitting type) and a respiratory escape hood. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
