This position will provide additional support to the Public Works Roads and Storm Teams. This position is of limited extra help duration. Preference will be given to candidates who have experience with road or storm infrastructure.
DEFINITION: The Laborer/Aide/Senior performs a variety of tasks required to improve, maintain, and repair the City's facilities, infrastructure, parks, grounds and equipment.
SUPERVISION RECEIVED AND EXERCISED: Receives immediate to general direction from the assigned supervisor or designee. No direct supervision of staff is exercised.
CLASS CHARACTERISTICS: This is a part time, extra help classification, which could be assigned to multiple departments or divisions. The Laborer is distinguished from the Laborer Aide by the performance and level of more complex and difficult tasks requiring greater independence and judgment in completing assigned projects or tasks. The Senior Laborer is distinguished from the Laborer by the performance of more complex and difficult tasks requiring greater independence and judgment in completing assigned projects or Tasks.
EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Depending upon the department or division to which assigned, will perform the following tasks:
· Assists with the repair and maintenance of City streets, drainage systems, curbs, gutters, sidewalks and street trees.
· Performs general park clean-up, maintenance, and improvement tasks including litter/trash pick-up and removal, weeding, planting, sweeping and raking.
· Assists in general facilities maintenance, repair, and operation activities including electrical, mechanical, plumbing, and carpentry work.
· May assist in the inspection and maintenance of heating and air conditioning systems and other mechanical systems in City buildings.
· May assist in the performance of periodic and preventative maintenance on City facilities and equipment.
· Performs other related duties as assigned.
EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: High school diploma or equivalent.
Experience: Any combination of experience and training that would likely provide the above referenced knowledge and abilities is qualifying. Must be at least eighteen (18) years of age at the time of employment.
LICENSES AND CERTIFICATES: A valid California driver's license may be required.
WORKING CONDITIONS: Field and construction site environment; some exposure to dust and noise; some heavy lifting, standing, climbing, and bending; work with heavy equipment; may work at heights; work in inclement weather conditions.
PHYSICAL DEMANDS: Must possess mobility to work outdoors; strength, stamina and mobility to perform medium to heavy physical work, operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio; fieldwork requiring frequent walking over uneven terrain to identify problems or hazards; finger dexterity to access, enter and retrieve data using a computer keyboard or calculator, and to operate above-mentioned tools and equipment; the ability to bend, stoop, kneel, reach, and climb to perform work and inspect work sites; lift, move, and carry materials and equipment weighing up to 50 pounds, and heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS: Employees work primarily in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confined workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public in interpreting and enforcing departmental policies and procedures.

In addition, the applicant must submit a resume. Applications and resumes will be screened for qualifications. The most qualified applicants will be placed on an eligibility list. The top candidates will be referred to the Parks & Grounds Superintendent for further consideration and the next step in the selection process.
An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
Extra Help positions with the City of West Sacramento are designated Tier I or Tier II extra help employees. Those hired as Tier I extra help employees must work less than 1,000 hours in a fiscal year and are not eligible for any City provided benefits, other than those required by law.
Those hired as Tier II extra help employees are scheduled to work beyond 1,000 hours in a fiscal year, but not more than 1,500 hours. Tier II extra help employees receive pro-rated vacation, sick leave, and holiday benefits and are enrolled in the city's CalPERS retirement plan.
The City does not participate in full Social Security, but does participate in Medicare. Extra help positions are considered "at will" positions.
