FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
IPP Overview:
The Institutional Partnerships Program partners with the Government of Fiji (GoF) to deliver assistance in targeted areas where Australia is well placed to support Fiji’s democratic and economic resilience: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity, and resilience to shocks.
Position Summary:
The main objective of this consultancy is to gain a thorough understanding of the current functional status of Fiji’s law and justice sector. Through engaging with a diverse range of stakeholders, the consultant will recommend a comprehensive approach on support to be offered to the sector and suggested prioritisation for reform for GoF to enhance transparency, accountability, and performance.
Key Responsibilities:
Reviewing existing documentation related to the Fiji law and justice sector, including regulations, policies, and any previous review reports. Conducting stakeholder consultations with key government officials, civil servants, development partners, and relevant legal sector stakeholders to gather insights and perspectives, including working with Ministry of Justice to hold a stakeholder workshop to test findings, and set the agenda for a proposed Justice Summit. Identifying key areas and prioritisation for programmatic support to the sector. Presenting the report to relevant stakeholders for feedback and approval.Key Deliverables:

The Specialist is expected to deliver the following outputs:
Inception Plan: A plan outlining the proposed methodology, approach, and work plan for delivering on the scope of service which would include two in-country visits for up to 2 weeks (if remote based). Final Report: Detailed analysis of the sector, including current strengths, gaps, and current development partner support, as well as putting forward possible areas for further programmatic support to strengthen Fiji’s law and justice sector. Separate Roadmap for the Ministry of Justice: capturing the outcomes of the stakeholder consultations and proposed Justice Summit.Reporting Lines:

Qualifications
Advanced Degree in Public Administration, Law, Social/Political Studies or/and Development Studies or related field.Experience
At least ten years in institutional development, law, and/or capacity development with strong background in legal or justice sector reform, specifically functions review and capacity assessment. Understanding of the context and specific requirements of the Fiji law and justice sector through prior work in the Pacific and preferably in Fiji.Knowledge, skills and personal attributes
Demonstrated conceptual thinking and problem-solving ability.Strong analytical, communication, and report writing skills. Demonstrated experience in working with government partners in law and justice development programs. Excellent communication stakeholder management skills. Strong facilitation skills in working with multiple stakeholders. Strong interpersonal skills and the proven ability to quickly build and maintain strong relationships with people from varying backgrounds, levels and experience.
