An incumbent is responsible for budget coordination; basic analysis; logistical support for politically sensitive and high-visibility programs; basic research, compiling data and formulating preliminary recommendations; creating reports; coordinating workflow; and developing, proposing and implementing operational policies and procedures. Work involves outreach and collaboration with all levels of the organization as well as outside agencies, citizens and elected officials.
Duties/Responsibilities
+ Conducts basic research, maintains statistics, performs basic analysis and/or statistical calculations and formulates preliminary recommendations.
+ As assigned, serves as a lead worker, assigning work and monitoring work completion or serves as a supervisor including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
+ Provides logistical support for politically sensitive and high-visibility programs and events, including programs and events involving the city council; serves as escalation point for resolving customer services issues/inquiries; ensures follow up communication and quality assurance.
+ Gathers and compiles data; extracts information from data systems; drafts reports from others notes or own research; prepares documents, reports, presentations, confidential correspondence and policy/procedure manuals.
+ Serves as lead user for specialized databases and software systems; participates in database and/or software testing; coordinates workflow and implements improvements to processes.
+ Provides general administrative support to the city’s top executives including receiving and processing calls, visitors and correspondence; calendaring; records management; customer service; mail processing; quality assurance and follow-up.
+ Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to Desk Officer may be responsible for:
+ Answers non-emergency telephone calls and completes necessary police reports, makes appropriate referrals or provides needed police advice.
+ Ensures messages are recorded properly and distributed to appropriate person or location.
+ Distributes general information to appropriate location.
+ Cordially greet and assist citizens who walk in.
+ Make appropriate record of Police personnel reporting sick.
+ Maintains control of license and drivers’ license that are to be turned into D.M.V.
+ Monitor desk channel and provide the needed assistance when requested.
+ Enters private tows into RMS.
+ Control entry to restricted areas.
+ Provides for the security of Police Headquarters after normal business hours.
+ Monitors the alarm panel and security cameras for Police Headquarters.
Positions assigned to City Hall Officer may be responsible for:
+ The City Hall Officer primary duty is to provide security and law enforcement services to the City of Durham Administrative Offices and Departments located within City Hall, Annex building, and the areas immediately adjacent to City Hall.
+ The Officer will act as a liaison between the District Five Commander and City Hall employees.
+ The Officer will handle calls for service such as alarms, incident reports, trespassing, and police advice.
+ The Officer will make periodic, floor by floor patrols of the common areas throughout the building.
+ The Officer will attend the quarterly City Hall Safety Committee meetings and brief the District Commander on any concerns expressed in that meeting.
+ The Officer will stay informed of any ongoing security matters concerning possible threats to the safety, security, and the disruption of City services, to the employees and patrons of City Hall.
+ During fire alarms/drills, the Officer will assist to clear out the lobby of visitors and assure that no one re-enters the facility until the alarm/drill is complete.
+ The Officer will keep the cell phone assigned with them during their tour of duty and is responsible for promptly answering of the cell phone. The immediate supervisor for this Officer will be the on duty District 5 Supervisor.
+ The night time Officer relieves the day shift Officer at 1600 hours. Their duties are to provide security for the Water Payment area until 1700 hours. At 1700 hours if there are no meetings scheduled for that day the Officer is to lock the Handicap door and the revolving door, and wait for the Water Payment workers to count the money and leave. If there are no meetings scheduled for that day, the Officer can set the alarm and leave.
+ Meeting Days:
+ If there are meetings planned for the day the Officer needs to still provide security for the Water Payment area, but at 1700 hours the Officer should turn people away. The only people that are allowed in City Hall after 1700 hours are City Hall employees and people going to meetings. When all meetings are over for the day, the Officer is to lock up the front doors and set the alarm. While the meetings are going on the Officer provides security for the main lobby and makes random rounds within City Hall.
Positions assigned to the Training Division may be responsible for:
+ Teaching police officers in a lecture format within a classroom environment.
+ Administering Physical Fitness assessments.
+ Rendering First Aid in medical emergencies.
+ Carry and moving training Equipment.
+ Preparing lesson plans and presentations.
Positions assigned to the Personnel Services Division may be responsible for:
+ Conducting Background investigations for Sworn and Non-sworn positions.
+ Preparing and coordinating internal competitive processes.
+ Preparing presentations.
Positions assigned to the Planning Unit may be responsible for:
+ Performs warehouse operations by receiving, stocking, ordering, purchasing, and/issuing supplies, equipment, uniforms, and other materials; operates equipment to load and unload materials; delivers supplies; monitors inventory levels; requests quotes or order materials from vendors; and processes payment transactions.
+ Ensures proper working condition of inventory materials, supplies, and equipment; maintains cleanliness assigned work facilities including lockers, workstations, counters and shelves; may test equipment; and performs basic equipment maintenance and cleaning.
+ Prepares, maintains, and/or processes records, logs, forms, purchase orders, invoices, and other documents; enters and updates data; reports supply or materials shortage or damage to higher-level staff; and reviews work for accuracy and completeness.
+ Provides customer service including responding to inquiries from internal and external parties in person, via phone or online systems.
Positions assigned to the Forensic Services Division may be responsible for:
+ Facilitating chain of custody operations by receiving, packing, processing, recording, storing, transporting, and/or disposing evidence; ensures accuracy and security of evidence and assigned storage areas; and ensures compliance with chain of custody and other applicable policies and procedures.
+ Maintaining databases, records, logs, reports, files, folders, and other documents; prepares information packets; enters and updates data; and reviews work for accuracy and completeness
+ Providing customer service, typically interacting with law enforcement personnel and the public in accordance with evidence-handling protocols; testifies in court, as assigned; responds to routine inquiries in person, via phone or email following all protocols and confidentiality requirements; and refers non-standard inquires to higher level staff.
+ Analyzing latent print evidence collected as part of a criminal investigation within the Durham Police Department and surrounding agencies.
Positions assigned to the Property and Evidence Unit may be responsible for:
+ Facilitating chain of custody operations by receiving, packing, processing, recording, storing, transporting, and/or disposing evidence; ensures accuracy and security of evidence and assigned storage areas; and ensures compliance with chain of custody and other applicable policies and procedures.
+ Maintaining databases, records, logs, reports, files, folders, and other documents; prepares information packets; enters and updates data; and reviews work for accuracy and completeness.
+ Providing customer service, typically interacting with law enforcement personnel and the public in accordance with evidence-handling protocols; testifies in court, as assigned; responds to routine inquiries in person, via phone or email following all protocols and confidentiality requirements; and refers non-standard inquiries to higher level staff.
Positions assigned to the DCI/Records Unit may be responsible for:
+ Provides administrative support to police officers by preparing, reviewing, maintaining, screening, tracking, dispatching, and/or updating warrant and law enforcement-related reports, records, logs, and other documents; updates and maintains databases; reviews and reconciles information; runs reports, queries, or history checks; reviews work for accuracy, completeness, and compliance with applicable policies and procedures.
+ Responds to informational requests, in person, via phone or email in accordance with established policies, procedures and protocols; uses two-way radios and phones to communicate with sworn officers; and monitors terminals to communicate and distribute information.
+ Performs office support duties including routing and processing mail, answering and routing calls to applicable personnel/departments, and monitoring supply inventory.
Positions assigned to the Telephone Response Unit may be responsible for:
+ Answering non-emergency telephone calls and completes necessary police reports, makes appropriate referrals or provides needed police advice.
Minimum Qualifications & Experience
Sworn assignments:
+ When assigned to Desk Officer, City Hall Officer, or Telephone Response Unit, requires High School Diploma or equivalent (GED, HiSet, TASC).
+ At least Fifteen (15) years of continuous service as a Durham Police Officer calculated from the date of release from the Police Officer Training Program, retired City of Durham Law Enforcement Officer, or reserve City of Durham Law Enforcement Officer.
+ Must be a sworn Officer with the State of North Carolina.
Non-sworn assignments :
+ When assigned to the Training Division, requires Durham Police Officer retiree with 15 years of service, including at least 3 years of experience as a General Instructor.
+ When assigned to the Personnel Services Division, requires Durham Police Officer retiree with 15 years of service
+ When assigned to the Planning Division, requires Durham Police Officer retiree with 15 years of service
+ When assigned to the Property and Evidence Unit, requires Durham Police Officer retiree with 15 years of service including 3 years of property and evidence work experience
+ When assigned to the DCI/Records Unit, requires Durham Police Officer retiree with 15 years of service including 3 years of DCI records work experience
+ When assigned to the Forensics Services Division, requires Durham Police Officer retiree with 15 years of service, including at least 3 years of investigative experience OR 15 years of full time forensics work experience including the work of latent comparison and classification with a law enforcement agency or equivalent organization, including chain of command investigative process, modeling compliance with policies and procedures, and report writing and record keeping.
Certifications/Licenses:
+ Incumbents must complete job related and/or safety training based on assignment.
+ A valid North Carolina Class C Driver’s License is required for all assignments, with the exception of the DCI/Records Unit.
+ When assigned to the Training Division, a current CPR certification, General Instructor, and at least one specialized Instructor certification.
+ When assigned to Desk Officer, City Hall Officer (and any other unit involving need for power of arrest), must possess sworn certification.
+ When assigned to DCI/Records, requires Modules I, II and III DCI Certifications.
+ Incumbents must complete job related and/or safety training based on assignment.
Additional Preferred Skills
+ When assigned to the Training Division, have held the title of Instructor Developer with the North Carolina Justice Academy within the last year prior to application.
