Description:  Job Description:This position serves as the lead business analyst for the Uniform Commercial Code (UCC) and Document Management and Imaging Systems (DMI) systems. The Uniform Commercial Code (UCC) is the central system for the entire State of Michigan for filing a public notice on a secured transaction. The State UCC office allows financial institutions to search the filed information by name or specific filing number when business applicants pledge collateral on a loan. UCC results tell financial lenders where others have filed a claim against the collateral. The UCC system has over 2,000,000 active records and over 4,000,000 records in the optical storage systems. It is the State’s system used to record financial statements and perform searches that are required by law for recording secured interests and tax liens. The DMI system consists of six major modules that provide daily support for all dealer direct transaction documents (CVR) and provides a system for storing errors in title transactions that are processed in the branches on a daily basis. Images within the DMI system are used to resolve and correct title errors without routing all the paper copies through the process. The business analyst position is responsible for supporting the needs of the Red Card UCC application, along with the DMI system. This position will also support the Michigan Department of State (MDOS) Enterprise Document Imaging project efforts which add four additional functional areas to the Filenet solution.

Skills Required: Experience with Microsoft .NET, ASP.NET, ADO.NET, Visual Basic, C#, SQL and SQL Server. Knowledge and experience with client server, web applications and n-tier architectures. Experience with Filenet and OCR technology and Datacap 8.x or 9.0. Experience using version management software. Experience with computer peripherals (i.e. printers, scanners, bar codes, swipe cards, and cameras). Excellent oral and written communication skills as well as presentation skills. Experience with CSS, JavaScript and XML. Knowledge of Java Step Processor within Filenet. Experience with bar code technologies. Experience leading project efforts. Knowledge and experience with project management tools, practices, and methodologies. Experience using a Project Management Methodology (PMM). Experience using a methodology similar to the Systems Engineering Methodology (SEM).

Skills Preferred: Knowledge and experience with SUITE requirements and System Development Life Cycle. Knowledge and experience with T-SQL. Knowledge of Microsoft software packages (i.e. Outlook, Project, Excel, Word, Access, Office, and etc.). Experience using the Project Management Methodology (PMM). Experience producing deliverables using the Systems Engineering Methodology (SEM).

Experience required: At least 3years experience working as a business analyst on software development projects (full project lifecycle) whose scope included writing a complex system that included OCR technology & computer peripherals such as scanners & barcode technology. A minimum of 3 years’ experience working on software development projects as a business analyst where the project was focused on public facing or large enterprise web development. At least 2 years’ experience working on an Oracle or SQL server web application development effort that was written in ASP.NET, C#. At least 3 years of experience writing functional designs which includes high level requirements, user stories, process overviews, documenting screen mockups. At least 3 years’ experience producing design documents on a software development project where the methodology was agile, scrum or a more formal method such as UML from Rational Unified Process. At least 3 years’ experience working with data analysis including basic SQL skills used against a Relational Database Management System (Oracle or SQL Server).

Education: Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, or mathematics.
