Lead Budget Analyst
Summary About the Position: As the Lead Budget Analyst for U.S. Army Alaska, assists the Budget Officer and has operational responsibility for a decentralized budget program of over $47.5 million that supports a population of military, military dependents, and civilian employees of over 22,700. Provides technical budgetary guidance to Major Activity Directorates and organizations with budget reporting responsibilities. Responsibilities Perform a variety of functions in implementing the command's budgetary programs, policies, and procedures. Review estimates submitted by Program Directors for compliance with rules, regulations, and procedures prescribed by program and command policy objectives. Write and/or edit statements justifying and supporting the funding requests of installation program managers through the Budget Officer for submission to higher headquarters. Monitor the use and rate of expenditure of budgeted funds through continuing dialogue with program officials and their staffs, review of written documents, and examination of accounting records. Prepare a variety of reports covering the status of funds, expenses, and obligations, as required by the local commander or higher headquarters. Lead approximately 7 employees in the Program Budget Division. Specialized Experience: One year of specialized experience which includes applying governing fiscal policies, procedures, regulations and budgetary and funding processes pertaining to the authorization and appropriation of program funds and/or operating budgets; and have experience analyzing financial data to formulate and execute various types of budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and Presentation Financial Concepts, Policies, and Principles Financial Management Financial Management Analysis Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
