Lead Cost Engineer
One of our major clients is seeking a Project Controls Lead to work within their facilities located in Pasadena, TX, for a 12-month assignment, with the possibility of extension.

The Project Controls Lead reports to the Manager of Project Controls and provides technical leadership for project controls professionals. The project controls lead serves as the subject matter expert within the project controls group. The project controls lead is responsible for providing technical guidance to project cost analysts, project controls specialists, project schedule analysts, and other project controls professionals in the Corporate Engineering function. Specific duties of the project controls lead may include the following.

Job Responsibilities: Overseeing project controls functions for capital projects; providing technical guidance to project controls professionals as they prepare cost and schedule forecasts and analysis Ensuring timely and accurate project reporting from the project controls group Respectfully collaborating with cross-functional teams to assist with optimizing project performance; equipping the project managers with necessary information to ensure proper project decisions and resource allocation Leading and mentoring project control professionals to continually improve team performance and foster functional development Providing feedback to the manager of project controls on appropriate staffing and workload balance for the project controls group Developing and implementing project control strategies and plan to monitor progress, costs, and schedules on specific assigned projects Overall project reporting as defined in project controls and project management guidelines Identifying and communicating deviations from project plans to the project manager and team as well as recommending corrective actions Preparing project cost and schedule forecasts (may rely on separate schedule analyst for schedule portion) Communicating and coordinating with project team, including schedule analyst, construction coordinator, process and discipline engineers to accurately plan and forecast project spending Formulating project completion forecasts and trend analysis Respectfully interfacing with project managers, project scheduler, and contractors to maintain cost projections Earned Value Management analysis of project performance Reviewing and appraising all requests for changes on contracts (Change Orders) Monitoring contractor staffing and equipment expenditures on contracts, notifying the project controls manager and project manager of any staffing issues, and reporting equipment expenditure status to the project manager Monitoring installed quantities Analyzing contractor claims for additional costs Reviewing contractor invoices Generating and monitoring project tracking metrics Required Skills: Advanced working knowledge of SAP project management reports for actual and committed spending Advanced skills in Microsoft Excel for cost model management and reporting graphs Advanced working knowledge of Primavera P6 for schedule management Knowledge of AACE cost management best practices Knowledge and application of earned value and other monitoring techniques Knowledge of risk management processes and techniques Ability to respectfully challenge contractors and project managers with supporting data. Education/Experience: Bachelor’s degree in engineering, Project Management, Finance, or a related field (MBA a plus). Proven experience in project controls, cost management, and scheduling within the chemical industry. At least 5 years project controls experience required; 10-15 years preferred. AACE CCP, EVP, and/or PSP certification preferred.
