MITRE is seeking a Counterterrorism (CT) Assessment Strategist with strategic assessment experience, an understating of the U.S. Government’s CT capabilities, and familiarity with national-level CT strategies. The position involves extensive collaboration across the U.S. government and requires experience working with multiple Agencies, Departments, and external partners to assess the i performance and effectiveness of the USG’s CT enterprise. The CT Assessment Strategist provides data-driven recommendations on USG efforts to plan, coordinate, and optimize the application of all elements of national power to disrupt and defeat terrorism, and provides decision-makes with prioritized options to achieve a range of specific national or regional CT objectives.

Responsibilities include:

Leverage unique knowledge and insight of the operational, organizational, and resource allocation profiles of the USG's CT community to facilitate efforts to develop data collection plans and toolsConduct analysis of interagency capabilities to document efficiency, effectiveness, and progress toward USG operational and strategic CT objectivesUtilize program evaluation, performance, and effectiveness measurement, and/or data visualization expertise to create and refine assessment methodologies and processes for CT effortsDraw upon academic literature, intelligence reporting, lessons learned, red-team assessments, and other reviews of USG efforts to identify trends in USG progress toward achieving desired end-statesResearch and identify key programs and budget issues, evaluate program alternatives, and provide structured recommendationsConduct assessments by identifying and leveraging multiple data sources, including those produced by the USG and those external to the government, to provide data and trend analyses where independent and unbiased reviews are necessary to advance USG interestsCoordinate subject matter expert interviews of all substantive assessment topicsDraft written assessment with findings and recommendations based on the analysis of literature, intelligence reporting, collected survey data, interviews, and community meetingsMaintain awareness of analytical and statistical methods

Basic Qualifications:

Bachelor’s Degree with 3+ years of related experienceCurrent Top Secret/SCI clearance with CI polygraph requiredKnowledge of current terrorism threat environment, and U.S. government counterterrorism policies and strategiesAbility to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues.  This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

Experience in intelligence analysis and regional studies; policy, conflict resolution, or research methodologiesExperience examining program/project successes and failures and making recommendations to improve activitiesKnowledge of performance management, including the methods used to evaluate organizational performance against strategic objectives and ability to advise the organizations on the application of evaluation tools
