MITRE is seeking a Counterterrorism (CT) Strategist with analysis experience, an understanding of the U.S. Government’s CT capabilities, and familiarity with national-level CT strategies. The CT mission is expanding to include activities related to Transnational Criminal Organizations, Counter Narcotics, and/or Cartels, and the ideal candidate will have experience in one of these areas. The position involves extensive collaboration across the U.S. government and requires experience working with multiple Agencies, Departments, and external partners to assess the performance and effectiveness of the U.S. Government’s CT enterprise. The CT Strategist provides data-driven recommendations on U.S. Government efforts to plan, coordinate, and optimize the application of all elements of national power to disrupt and defeat terrorism, and provides decision-makers with prioritized options to achieve a range of specific national or regional CT objectives. Responsibilities include: + Conduct assessments by identifying and leveraging multiple data sources to provide data and trend analyses where independent and unbiased reviews are necessary to advance U.S. Government interests + Partner with U.S. Government sponsors to develop strategies and approaches to ensure that the CT community is adequately addressing national CT priorities, and identifying areas needing attention + Leverage unique knowledge and insight of the operational, organizational, and resource allocation profiles of the U.S. Government's CT community to facilitate efforts to develop data collection plans and tools + Conduct analyses of interagency capabilities to document efficiency, effectiveness, and progress toward U.S. Government operational and strategic CT objectives + Utilize program evaluation, performance, and effectiveness measurement, and/or data visualization expertise to create and refine assessment methodologies and processes for CT efforts + Research and identify key programs and budget issues, evaluate program alternatives, and provide structured recommendations + Coordinate and conduct subject matter expert interviews as part of data collection efforts + Draft written assessments with findings and recommendations based on quantitative and qualitative data collection and analysis using a variety of sources including technical and academic literature, intelligence reporting, collected survey data, subject matter expert interviews, community meetings, and other sources as appropriate + Maintain awareness of analytical and statistical methods, and apply them as appropriate Basic Qualifications: + Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience. Current Top Secret/SCI clearance with CI polygraph required + Knowledge of current terrorism threat environment, and U.S. government counterterrorism policies and strategies + Ability to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues. + This position has an on-site requirement of 5 days a week on-site. Preferred Qualifications: + Experience in intelligence analysis and regional studies; policy, conflict resolution, or research methodologies + Experience examining program/project successes and failures and making recommendations to improve activities + Knowledge of performance management, including the methods used to evaluate organizational performance against strategic objectives and ability to advise the organizations on the application of evaluation tools. + Experience with law enforcement operations or techniques against Transnational Criminal Organizations, Counter Narcotics, and/or Cartels. + Law degree or legal background (helpful / not required) This requisition requires the candidate to have a minimum of the following clearance(s): Top Secret/SCI/Polygraph This requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s): Top Secret/SCI/Polygraph Work Location Type: Onsite MITRE is proud to be an equal opportunity employer.
