Job Description:

We are seeking a Database & Middleware Lead for our Healthcare Integrated General Ledger Accounting System (HIGLAS) project with the Centers for Medicare & Medicaid Services (CMS) program. 

As the Lead DBA, HOM (Hosting, Operations, Maintenance), you will have the opportunity to collaborate with leadership in developing the roadmap for technology advancement and innovation.

HIGLAS is a very large, complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. Utilizing Oracle Federal Financials as the base application of HIGLAS provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.

HOW YOU WILL MAKE AN IMPACT:

Responsible for smooth operations and maximum availability of databases and middleware for all applications and toolsLeads efforts to define database strategy, architecture, standards and procedures to preserve the integrity and security of HIGLAS, CBS and HBI data resourcesSupports Oracle ERP, Hyperion and OBIEE application development and operations by leading in the creation of standards and procedures related to database management systemsCollaborates with application and hosting to lead efforts to maintain and improve database and application performanceDesigns and implements Oracle Maximum Availability Standards RAC solutionsCreates and Manages Annual Instance Clone ScheduleCreates and Manages Oracle Patching Schedules for n-1 patchingResponsible for all databases security and availabilityLeads and Manages Oracle Software upgradesPlans and manages capacity of database management systems

WHAT YOU'LL NEED TO SUCCEED:

BS/BA in Information Technology or related technical discipline and 10+ years’ experience within Oracle applications environment (installation, configuration, upgrade, patching), preferably in R12.2.x environment.

5+ years of experience with Oracle eBusiness Suite

Experience with Oracle EBS Financials (preferably to include OBIEE and SOA), Oracle IDM/SSO, GRC installations, configuration, patching and production support

Experience in designing, developing, and testing updates and new enhancements within RDBMS and Oracle DB Concepts.

Capacity planning and High Availability (HA) configuration with DR setup and configuration experience.

Managerial experience in highly complex, high-volume, very large databases for Oracle Federal Financial environment with a significant number of direct staff (10+)

Experience maintaining maximum availability, Oracle Middleware, Oracle Applications Technology Stack, Database backups, Disaster Recovery, Clones, Patches, Performance Management and Daily operations and development for Oracle ERP, Hyperion, OBIEE etc. and managing/control of substantial IT production operations with responsibility for ensuring established service levels were met

Skill in analyzing complex problems and developing solutions

DESIRED QUALIFICATIONS:

Knowledge of earned value management, budgeting, providing estimates.

Experience in archive and purge solution for EBS R12.2

Experience in Informatica archive solution.

Knowledge and expertise on change migration tools.

Knowledge and expertise on automation (Shell, Perl scripting).

LOCATION:

Remote with onsite work in Windsor Mill, MD one day each week. Candidates in the DC area strongly preferred.

CLEARANCE:

Ability to obtain a Public Trust: candidate must have lived in the United States at least three (3) out of the last five (5) years and pass a public trust background investigation.

The likely salary range for this position is $128,000 - $192,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
