Lead Environmental Planner
**This Opportunity** Provides high level technical environmental planning assistance and guidance to minimize the environmental impacts of commercial, industrial, utility, transmission, development, infrastructure, construction, pipeline, and/or transportation related projects. Offers an opportunity to provide expertise in hazard mitigation and climate adaptation to support sustainable development and community resilience. Provides support and guidance for multi-site/phase environmental permitting projects, site and impact assessment, restoration, land use management plans, public involvement, and ensuring environmental regulatory compliance. Ensures that documentation and recommendations accurately describe the results of analyses and addresses environmental impact and long-term ecological risks by applying and integrating urban and regional planning with a focus on hazard mitigation, climate adaptation, and sustainability. Provides task leadership with environmental impact assessment, mitigation strategy development, permitting, and/or restoration activities. Supports an environmental planning team by supporting hazard mitigation and technical assistance efforts related to hazard mitigation, climate adaptation, and emergency operation planning. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards. **Your Impact** + Provide guidance with data collection efforts for identifying and compiling observational, spatial, operations, and environmental data from multiple matrices for projects, investigations, and surveys. + Use topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical and wildlife sensitivities, and to uncover primary, secondary, and tertiary environmental impacts. + Prepare and complete environmental survey reports, data entry, impact assessment, and permitting activities for assigned projects (e.g. Endangered Species Act, Clean Water Act permitting, California Environmental Quality Act [CEQA], National Environmental Policy Act [NEPA], etc.). + Development of Hazard Mitigation Plans that meet Disaster Mitigation Act of 2000 (DMA 2000) requirements and perform risk assessment analyses on hazard data to research and write planning document sections. + Ensure regulatory requirement compliance pertaining to the data integrity, documentation, procedures, training, monitoring systems, reporting, and record compliance and retention. + Conduct stakeholder and public outreach and engagement activities, such as development of outreach materials and media kits, public speaking and facilitation during meetings and workshops with clients and stakeholders, and designing public surveys. + Perform professional environmental planning work and conduct investigations, inspections, and environmental studies and surveys to gain further information on a particular environmental problem or issue, verify site characteristics, and/or to plan for future environmental needs. + Assist in the writing, preparation, and technical review of planning documents, reports, and presentations, by assembling data and visualizations such as tables, charts, reports, models, and other illustrations for the interpretation or presentation of more complex data, findings, or analyses related to environmental resources and/or natural hazards. + Research and analyze climate change, demographic, environmental, land use, and socio-economic data to integrate into planning documents. + Assist with the National Flood Insurance Program (NFIP) and floodplain management projects. + Prepare comprehensive technical reports and presentations that explain research, findings, and recommendations to address, prevent, control, or restore mid- to larger-scale environmental problems. + Oversee and monitor cross-functional teams in executing project work, permitting strategy, environmental impact assessments, and regulatory compliance, including project budgets, tracking hours and expenses, and task completion. + Provide high level oversite for desk-based research and site work, including measurements, data interpretation, demographics, patterns and trends, and computer modeling. + Provide environmental risk identification and impact assessment, offering input with developing action plans for moderate- to high-level mitigation and permitting activities projects to minimize impacts to the health of the environment and the population. + Assist with scoping, strategic planning, and developing permitting execution strategy for clients on medium- to large-sized projects. + Coordinate with clients, resource/regulatory agencies, and environmental and technical staff in a confident and professional manner. + Collaborate with professionals from a variety of disciplines to provide future ready solutions for clients. + Actively engage in business development and proposal writing to grow our environmental planning and hazard mitigation and emergency management practices.Remain current in latest environmental planning and hazard mitigation subject matter, practices, regulations, and techniques.Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. + Perform additional responsibilities as required by business needs. **Who You Are** **Required Qualifications** + Bachelor’s Degree in Environmental Planning, Urban Planning, Geography, Environmental Science, Engineering, or a related field (or equivalent experience.) + 7 to 10 years of experience working in the environmental or land use planning field, completing environmental surveys, fieldwork, habitat and construction support, impact assessments, and permitting. + At least 5 years of demonstrated knowledge in land use/general plan planning; mitigation and adaptation strategy identification; hazard mitigation, climate adaptation, and resilience planning; risk assessment; mitigation and climate adaptation identification; federal/state funding sources; and federal, state, and local resilience and emergency management policies and programs. + Strong work ethic, self-motivated and capable of independent work, but demonstrated ability to work on project teams. + Knowledge of Federal Emergency Management Agency (FEMA) programs, including working knowledge of federal pre- and post-disaster grant programs, including Hazard Mitigation Assistance (HMA), Building Resilient Infrastructure and Communities (BRIC), Hazard Mitigation Grant Program (HMGP), Floodplain Management Assistance (FMA), and Community Development Block Grant – Disaster Recovery (CDBG-DR). + Knowledge of Geographic Information Systems (GIS), HAZUS, FEMA Benefit-Cost software, Emergency Management Accreditation Program (EMAP), NFIP, and the Community Rating System (CRS) program a plus. + Experience with one or more of the following is a plus: hazard mitigation planning, climate adaptation planning, land use planning, disaster recovery planning, resiliency planning, emergency operation planning, and business continuity planning. + Highly proficient analytical skills and prior experience with research techniques, local/regional ecology, habitats, and applicable regulatory zone. + Expertise and experience with relevant environmental laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework. + Demonstrated experience leading and reviewing environmental planning technical reports, environmental impact evaluations, siting reports, and environmental permit applications and licensing, including field surveys and reporting, and resource and impact evaluations (e.g. commercial, renewable energy, infrastructure, etc.) + Established experience coordinating with clients, regulatory permitting and resource agencies, and environmental technical staff required. + Proven track record assisting with the project management of planning projects. + Interest in the hazard mitigation and resilience field to support business development efforts. + Well-developed expertise with consulting practices, conducting NEPA / CEQA / other analysis and preparation of associated documentation. + Highly proficient self-leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization. + Ability to work independently and provide guidance and leadership to junior team or project members, with strict adherence to Quality Assurance/Quality Control (QA/QC). + Experience with discipline-specific software (i.e., ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch-Up). + Proficiency with technical writing, office automation and communication software, technology, and tools. + Well-developed critical thinking and problem-solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects. + Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies. + Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek. + Occasional travel may be required depending on project-specific requirements. **Preferred Qualifications:** + Master’s Degree is preferred. + Essential professional licensure/certification: Certified by American Institute of Certified Planners (AICP) or working towards certification. Compensation: Expected Salary (all locations): $99,700 - $148,060 WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
