Department Summary:
The Indo-Pacific Regional Operations Department (N554) works with the U.S. Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOPS), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N554 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N554 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N554 is on the cutting edge of current operations and is a major thought leader in force modernization.
Roles and Responsibilities:
The Indo-Pacific Regional Operations Department (N554) is seeking to fill a Systems Engineering position for MITRE’s project with U.S. Indo-Pacific Command (USINDOPACOM) in Honolulu, Hawaii. MITRE aims to deliver quantifiable mission value and operational impact to the warfighter – primarily by accelerating technical innovation of new ideas and solutions to emerging operational problems. In general, we collaborate with acquisition stakeholders, technology innovators, operational analysts, and other mission partners to help accelerate the delivery of needed capabilities to operational and tactical level warfighters across the naval, joint, and combined force. This position requires creative problem solving through novel applications of cyber operations and software principles in collaboration with diverse and geographically dispersed teams.
Successful candidates will have a strong background working with the Department of Defense coupled with demonstrable experience in one or more of the following technical and/or mission-focused competencies: 1) communications architectures; 2) command and control (C2; 3) Joint / Service HQ Operations; 4) Systems of systems engineering.
Specific responsibilities include:
Build and manage sponsor, MITRE, and stakeholder relationships pertaining to INDOPACOM systems integration.Shape/create cohesive campaign plan(s) for INDOPACOM that demonstrates how operational capability is being incrementally demonstrated, matured, and integrated.Partner closely with experimentation, exercise, and acquisition stakeholders for capabilities fielded to the Indo-PacificIncrease collaboration and coordination on experimentation between INDOPACOM, the Service Components and the Services through this strategy.Develop, with stakeholders, the resourcing strategy to rapidly develop, acquire, maintain, and transition capability into the Indo-Pacific Theater.Identify opportunities to leverage Service unique experimentation to advance INDOPACOM priorities.Define key metrics that can/should be utilized and measured through experimentation to quantify improvements in operational capability.Collaborate with other government, FFRDC, and MITRE experimentation leads and organizations (e.g., MEIC) to rapidly identify and integrate new technology into theaterBasic Qualifications:
Typically BS in a technical discipline, such as Engineering (Mechanical, Electrical, Aerospace, Manufacturing, Computer), Physics, Statistics, Mathematics, or related fields; or a BA in International Relations, International Security, or similar fields and 8 years of experience, or a master’s degree and 6 years of experience; or equivalent combination of related education and work experienceFamiliarity with DoD military missionsPrior experience working day-to-day in government-controlled DoD spaces.Demonstrated expert level knowledge of operational and developmental experimentationStrong system-of-systems engineering experience across weapon systems and mission sets.Familiar with various DoD acquisition approaches.Prior experience with US Department of Defense systems of systems integration.Effective and influential oral communications skills.Strong written and oral communications skills.Active Top Secret Clearance with the ability to obtain and maintain a TS/SCI.This position requires a minimum of 50% hybrid on-site.Preferred Qualifications:
Bachelor’s Degree and 10 years of related experience; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experienceWorking knowledge of model-based systems engineering, operational analysis, and modeling & simulationCurrent knowledge of emerging technology being adopted into acquisition programs and/or the INDOPACOM theater.Familiarity with MITRE project management processes, capabilities, and associated tools.Demonstrated capability for strategic planning and ability to provide actionable plans to government sponsors.Experience with and/or future interest in project and department leadership roles including project leader, task leader, and group leaderActive TS/SCIAs part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years.
