Summary About the position: This position will be assigned to the NAF Human Resources Office at Hill AFB. This is a Regular Full Time (RFT) position with a guaranteed minimum of 35 hours weekly, and with benefits (medical, dental, life insurance, retirement, 401(k), and annual/sick leave). Recruitment and Retention Incentives may be authorized Responsibilities Introductory Statement: Assists the Human Resources Officer (HRO) in the performance of technical and management advisory personnel functions of the NAF Personnel Program. Assists in implementing NAF HR policies and directives while providing technical expertise and assistance in specialized areas such as recruitment & placement, classification, employee and labor relations, suitability/fitness determinations, compensation, and benefits. Performs team leader duties: Assigns work and leads staff consisting of three or more HR Assistants in accomplishing program and/or mission requirements. Provides work instruction and on-the-job training. Reports to supervisor employee progress, performance, training needs, and disciplinary problems. Makes suggestions when requested concerning promotions, performance recognition, and selection of new employees. Oversees the technical work performed by all other technicians providing guidance, instruction, direction and training to include fact-finding techniques, analytical methods, software use, and customer service. HR Advisory: Provides authoritative management advisory services in HR related matters. Advises employees of their entitlements and rights as an employee and suggests other sources or avenues for assistance. Makes periodic visits to serviced activities/facilities. Classification: Classifies routine and non-routine classification requests. Determines and assigns correct pay category, occupational series, title, grade level of positions. Seeks assistance and guidance on controversial classification requests. Makes Fair Labor Standards Act (FLSA) determinations. Conducts position reviews; performs desk audits. Prepares evaluation statements. Counsels managers on position management strategies. Benefits: Researches and resolves problems in the administration of the employee benefit program. Pay & Leave: Provides advice and assistance to managers and employees on basic pay, overtime or leave entitlement questions or problems. Advises managers and employees about relatively common issues or problems such as routine leave or attendance questions or disputes. Prepares minimum hiring rate & special salary request packages. Participates in planning and conducting the local NAF wage survey IAW regulatory guidance. May serve as Chairman/Co-Chairman of the NAF Locality Wage Survey Committee. DCPDS: Serves as the focal point for the automated NAF personnel data system for transaction problems and error resolutions. Maintains surveillance of automated system processing through regular system queries and quality control products. Provides technical advice to lower-graded Human Resources Assistants concerning processing of personnel actions and associated system error situations. Provides management with position control registers and other automated personnel statistical documents/reports. EMR/Labor: Assists the HRO with disciplinary actions, adverse actions, and grievances. Advises managers on performance management. Communicates requirements when initiating disciplinary actions. Reminds managers of proper use of business based actions. Counsels managers on prohibited personnel practices. Advises managers on Collective Bargaining Unit Agreement (CBA). Performs other related duties as required. Qualifying Experience: Applicant must have progressively responsible experience in substantive personnel management and administration. Must have knowledge of and skill in interpreting and applying regulations, policies, practices and procedures covering personnel management programs. Must possess basic computer skills. Must be familiar with personal computer applications such as Windows, MS Word, Excel, Access, and the Internet. Ability to communicate with others effectively, both orally and in writing. Must possess skill in dealing with customers and the public. Condition(s) of Employment: Successful completion and favorable adjudication of applicable background investigation (Tier 3 Level) is required. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. Additional Information Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal Affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.
