Summary You will serve as a LEAD HUMAN RESOURCES SPECIALIST (RECRUITMENT AND COMPENSATION) in the RECRUITMENT AND COMPENSATION DIVISION of FLEET HRO NORFOLK NAVAL SHIPYARD. Responsibilities You will lead a multi-functional team of Human Resource Specialists (Recruitment and Compensation) and Human Resource Assistants. You will provide advice and guidance to management in the development of job analysis and selection factors required for recruit and placement actions. You will advise managers on recruitment strategies, sources of applicants and special programs that emphasize affirmative employment and use of special veterans hiring programs. You will provide advice and guidance to serviced organization in the development of short- and long-range staff plans to forecast civilian personnel mission requirements, conducting analysis and preparing reports. You will provide advisory services, strategies and assistance to Commanders, managers, supervisors, and employees for variety of complex issues. You will provide advice on BRAC closure and realignment, reductions in force, furlough, transfer of function, and other initiatives and issues. You will advise management on variety of compensation related services of the assigned organizations. You will research a variety of HR related subject and use your knowledge to answer a variety of HR related questions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coaching the team in the selection and application of problem-solving methods, providing advice on procedure, and assisting team members in identifying parameters for appropriate solutions. Experience in advising as a subject matter expert and may be called upon to provide formal and informal training to employees, supervisors, and managers. Experience monitoring and reporting on work progress, checking work in progress and reviewing completed work to see that C30 supervisor's priorities, instructions, quality criteria, and deadlines have been met. Experience providing advice and guidance to hiring managers in assembling all required documentation to accompany recruit actions and ensuring that all necessary technical work is completed and accurate before forwarding personnel actions to the Operations Center Human Resources (OCHR). Experience advising management on a variety of compensation related services of the assigned organizations including providing guidance and suggestions for setting/adjusting pay for new and continuing employees; Superior Qualifications and Special Needs Pay Setting; 3 Rs-Recruitment, Relocation, Retention; hours of work and alternative work schedules; FLSA and Title 5 overtime; and grade and pay retention. Experience preparing reports or position papers on a variety of subjects for internal and external use. Experience in and using knowledge of the functional areas of staffing and compensation to continually review processes with a goal of improving timeliness, accuracy, productivity and/or efficiency.
