Federal contracting is a dictated by US Code, Federal Acquisition Regulation and Cost Accounting Standards. Candidates must have 5+ years working experience with FAR/CAS and contract pricing with specific experience in FAR part 12 (Acquisition of Commercial Products), FAR part 15 (contract by negotiations) and Time and Material contracting. Candidate must be a US Citizen and be previously or currently TC/SCI cleared.
**Job Duties/Responsibilities:**
Successful individual will be responsible for a variety of pricing and estimating activities as an integral member of the AT&T Federal & FirstNet. This is a fast-paced position requiring attention to detail, demonstrated problem solving skills, ability to multi-task and thrive in a deadline-driven environment. Applicant needs knowledge of various types of government contract types to include Time and Material, Cost Plus and Firm Fixed contracts.
+ Lead the development and preparation of assigned pricing responses, working with Capture, Program, and Proposal teams in developing pricing strategies based upon prior experience, current business objectives, and market dynamics.
+ Works closely with the sales group to determine the service scope, service objective, sales messages that makes up the proposed solution and attempts to maximize the financial outcome.
+ Creates the value proposition, the business case, and pricing. Primary focus of this job is to project manage the sales process, working with all key players, to deliver a proposal to the client that will secure the contract.
+ Develops major proposals including managing the agreement and inputs of all involved parties. Typically works on long life cycle deal development.
+ Develops the overall financial framework for the arrangement, which may include a highly creative pricing model with moderately complex risk/reward sharing schemes.
+ Communicates and resolves problems with internal support groups such as sales teams, proposal team, product development team, and finance/costing team.
+ Responsible for the more complex cost analyses and audits associated with the cost function.
+ Provide oversight for all functional participation in the cost volume and lead the effort to produce the final cost volume deliverables. This will involve close coordination with Contracts, Procurement, Capture Management, Proposal Management, Finance, Pricing and Technical Estimators. Candidate will need the ability to lead the cost volume team.
+ Review all draft and final RFP documents to determine all requirements and any pricing strategies that may be available based on Sections L and M. Determine if pricing requirements have any impacts to other parts of the proposal and determine what pricing information is needed from the technical team.
+ Possess knowledge of FAR and DFAR regulations and requirements.
**Required Clearance**
Must possess or be able to attain TS/SCI with poly(#tssci) (#polygraph) (#clearable)
**Required Qualifications:**
+ Bachelor's Degree or equivalent experience and 5 years of prior relevant Government Contracting experience
+ Experience with all Fixed Price and Cost Type contracts, including FFP, FP-LOE, T&M, FP-LH, CPFF, CFAF, and other Cost Reimbursable contract types.
+ Possesses knowledge of Federal Acquisition Regulation and Cost Accounting Standards.
+ Strong interpersonal skills necessary to interface and communicate well both verbally and in writing with outside customers as well as internal customers (e.g., Government Accounting, Cost Accounting, Supply Chain, Finance, Contracts, Program Managers, Capture and Proposal Managers).
+ Strong proficiency in Microsoft Office (e.g., Excel, Word).
+ Ability to work both autonomously and in a team environment.
+ Excellent analytical, problem solving, and math skills.
+ Detail oriented with the ability to proactively ensure that projects are completed on schedule following established procedures.
+ Ability to handle multiple projects simultaneously.
**Desired Qualifications**
+ Master’s degree
+ Strong analytical skills - data analysis, market research, pricing, and planning
+ Good understanding of estimating win concepts and techniques
+ Solid understanding of the government procurement process and contractor proposal responses
+ Ability to interview Technical Leads for background information to identify range of cost drivers
+ Ability to build a set of logical assumptions for each competitive target from experience and knowledge of the competitive landscape.
Our Lead ICB Pricing earn between $98,100 - $228,600. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
