The primary purpose of this position is to serve as a Industrial Engineering Technician leader and insure that the Administrative and operational objectives of the section are achieved. Performs complex planning control, design, analysis, improvement, and installation of integrated work systems. Responsibilities Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work related information to the supervisor. Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that involved work measurement, simplification, and standardization. Methods analysis and improvement. Analysis and design of work center facilities and equipment. Planning and control of industrial operations. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-III, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience in analyzing and improving effectiveness, efficiency and work products related to the maintenance of aircraft; distributing and balancing workload to accomplish established priorities; identifying problems, recommending solutions to achieve efficiency in processes, prepare reports and maintaining records, and performing administrative or technical duties. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (NJ) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NJ-3 OR GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current NJ OR GS position or held a NJ OR GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of organizational workload requirements, procedures and the substantive nature of operating programs and their inter-relationship. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems Analytical ability to discern the medium and long-range effects of a multiplicity of logistics programs developed within and external to the division. Ability to communicate, both orally and in writing, in order to gather information, maintain, write and track contracts, and various other types of requirements for duties performed. Knowledge of Exercise Evaluation, Overall Readiness Exercise and Inspection requirements. Knowledge of labor standards, controls and reporting procedures. Ability to communicate effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
