This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Lead Inventory Management Specialist (Procurement Coordinator) in Army Materiel Command (AMC). Responsibilities Servies as a Lead Acquisition or Procurement Coordinator providing technical advice and management advisory. Provides management, administration, and oversight regarding Command requirements and procurement planning. Develops sourcing strategies to ensure sustainment support. Assists managers and supervisors in facilitating requirements, procurement planning, and oversight responsibilities. Monitors contractual delivery schedules to ensure terms of the contract are met, considering command-assigned priority of the end item and contract delivery status. Leads the team in analyzing supplier performance data from internal and external sources and supports data aggregation for scorecard metric calculation display. Performs data analysis to supports briefings to senior leadership on sourcing strategies, supplier issues, and ensures standardized supplier status updates. Ensures accuracy of cost and target award dates against the spend plan. Reviews and amends planned procurement stage gates, base estimates, complexity, and constraints as acquisition requirements evolve. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to at least the NH-2 grade level in the Federal service which includes: Analyzing pre and post procurement requirements to include the planning and execution of acquisition packages customer communication, schedule adherence, and data analytics to evaluate the health of a system. Conduct root cause analysis to determine basis of delinquent supplier deliveries within the Logistics Modernization Program ERP systems and Delivery Manager. Mitigate risks and issues working with supply support counterparts and contracting organizations. Coordinate with contracting centers and suppliers to develop plans for on-time delivery and sustained performance. FLSA: Exempt - May require overtime work. The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. U.S. Army Communications Electronics Command utilizes Team Lead Cash Differential as a tool to incentivize and compensate team leads based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Team Lead Cash Differential NTE 5% of the employee's basic pay (basic pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work. Superior qualifications and special needs pay setting may be authorized at managements discretion for eligible candidates. Salary negotiations for those candidates who are new to Federal service may be authorized.
