The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
Step into a pivotal role with Minnesota IT Services (MNIT) at the Department of Employment and Economic Development (DEED) as a Level 5 Quality Assurance Analyst/Tester. As a Quality Assurance Analyst/Tester you will have a unique opportunity to work on complex, large-scale projects that impact the state’s employment and economic development initiatives. **Key Responsibilities:**
+ **Expert-Level QA/Testing:** Perform advanced quality assurance planning and testing tasks, ensuring thorough scrutiny of both code quality and application outcomes.
+ **Collaborative Consulting:** Act as a consultant for quality assurance needs, collaborating with business representatives and development staff on system changes and implementation planning.
+ **Leadership and Mentoring:** Guide, consult, and collaborate with development team members. Mentor and coach less experienced QA Analysts, recommending training paths and curriculum.
+ **Complex Projects:** Tackle duties that are typically more intricate and expansive than those managed by less experienced QA staff, requiring minimal direction, coaching, and mentoring.

**This position is currently eligible for full-time telework:**
+ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

This position requires a minimum of five (5) years of experience in performing IT quality analysis functions.
Experience must include:
+ Software QA/QC methodologies, process, and technologies with respect to manual, automation, integration, and performance/stress testing areas.
+ Test Management process and tools, such as Azure DevOps or MS Test Manager, and knowledge of performance testing tools (e.g., LoadRunner) and procedures.
+ Software and software system security concepts and appropriate testing techniques.
+ Software development and testing for large-scale applications using multiple programming languages (e.g., Java, .NET, SQL, 3GL, 4GL, object-oriented languages) and database management toolsets (e.g., Postgres, Toad, or similar technologies).
+ Experience testing with accessibility WCAG 2.0 or higher, along with a variety of testing tools such as JAWS.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
**Preferred Qualifications**
+ Experience with API testing tools, such as: Postman, curl, thunder client, or jmeter.
+ Advanced experience with the creation of test plans, research and analysis to design/build a test suite for the program
+ Comprehensive knowledge of open-source testing tools, where such tools are available, is preferred.
+ Comprehensive knowledge of quality assurance testing methodology relative to the Software Development Lifecycle (SDLC)
+ Expert Defect Identification skills-- capable of identifying defects from the test cases run and other means not specifically documented
+ Proven ability to learn and utilize multiple systems and complex software
+ Proven ability to understand inter-relationships of data and programs
+ Proven ability to learn data queries, which may include Data Warehouse/ BI Query, and utilize information obtained
+ Proven ability to use common MS Office software, including Word, Excel, PowerPoint, SharePoint, Outlook, etc.
