Leads the Application Development team to support portfolio applications and interfaces with other DLA teams as needed. Provides support to DLA audit requests for information and coordinates team members to support audit topics in Configuration Management and Access Control. Directs team members on daily sustainment and development tasks supporting and utilizing OpenText UFT One, GitHub, Jira, ServiceNow applications Human Resources Service Delivery (HRSD), Demand Management, and Change Management. Leads a group of IT Specialists engaged in providing computer support services for AIS supporting the logistics business needs of the DLA user community. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Coaches the team in selection and application of problem solving methods and techniques, provides advice on work methods, practices/procedures, and assists the team and/or individual members in identifying the parameters of a viable solution Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions and work priorities, methods, deadlines and quality have been met. Develops and/or maintains operating manuals/procedures and life cycle documentation, in accordance with Agency guidelines. Requirements Conditions of Employment Qualifications To qualify for an Lead IT Specialist (SYSANALYSIS) your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Technical expertise in the following applications and technologies: OpenText UFT One, GitHub, Jira, ServiceNow applications Human Resources Service Delivery (HRSD), Demand Management, and Change Management. SAP SuccessFactors applications Human Capital Management and Learning. SAP application suites Business Intelligence and Analytics. Firm understanding of HR Systems and extract, transform, and load (ETL) principles and processes. Knowledge of e-learning content interoperability standards AICC and SCORM. Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Applies new developments to previously unsolvable problems, and makes decisions or recommendations that significantly influence important agency IT policies or programs. Skills in applying, advanced IT principles, concepts, methods, standards, and practices and broad comprehensive knowledge of emerging technologies, enterprise IT architecture, customer business processes, organizational plans, and resource requirements For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1.
