The primary purpose of this position is to serve as Lead Production Controller providing support for all production planning scheduling and supply tasks in direct support of maintenance programs such as repair, overhaul manufacture and/or modification of complex weapon systems; weapon system end items such as aircraft, engines missiles and other major associated assets. Responsibilities Serves as project lead/manager, regularly leading a variety of project team(s) across organizational lines conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocations, functions, and work processes. Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participates in special logistics related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional area organizations Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in overseeing pre-production, repair processes, and overall management of the depot program; evaluating efficiency and effectiveness of operations, to include organizational strategies and performance; responsible for planning, scheduling, and the maintenance portion of material management for the aircraft depot work processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
