The primary purpose of this position is to Test and evaluate intelligence dissemination, command & control, mission planning and business systems to deliver war-winning capabilities in all domains to ensure the military effectiveness and suitability software intensive systems to meet requirements - ensure no surprises to the warfighters. Responsibilities Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Apply operational experience and a rigorous process of evaluative methods and analysis to initiate, design and execute test and evaluation of intelligence dissemination, command & control, mission planning and business systems. Execute and controls the test project, including the related resources, personnel, and activities. Monitors active test program status and programmatic milestones. Develop, monitor, and improve on test processes to achieve desired results Prepare and deliver technical presentations and documents at MAJCOM and OSD DOT&E level to explain test assessments, risks and recommended program changes clearly and convincingly. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as apply operational experience and a rigorous process of evaluative methods and analysis to initiate, design, and execute test and evaluation of assigned programs. As ability to articulate and communicate to the team; assignments, projects, problem solving, actionable events, milestones, program issues under review, and deadlines as well as time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team/individual members in identifying the parameters of a viable solution. Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. Ability to coach, facilitate and/or negotiate in coordinating team initiatives and in consensus building activities among team members. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of the application of military experience as it applies to operational mission systems, such as former aircrew or air battle manager. Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of intelligence dissemination, command & control, mission planning and business systems used for conducting mission operations. In-depth knowledge of testing and evaluation which is sufficient to organize and plan the DT&E phase of major joint/combined/integrated test programs and to ensure that the system requirements, needed interfaces and equipment capabilities, and program management factors are considered in the planning, conducting, analyzing, and reporting phases for such major programs. Broad understanding of acquisition program management concepts, to include understanding DOD and AF philosophy and policies. Knowledge and skill sufficient to arbitrate or negotiate courses of action between contractors, government agencies, or any combination thereof wherein incompatibilities of the interfaces of their respective systems are in question. This requires the utmost courtesy, tact, broad technical background, and mature judgment. Knowledge and skill sufficient to maintain cognizance of current test facilities, techniques, and capabilities in order to provide advice to development and using agencies. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to exercise a high degree of initiative, foresight, creativeness, and independent judgment in direction of test planning, conduct, and effective use of test resources e.g., funds, and equipment. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships Ideal Candidate Statement (cannot be used for qualification determination): Prior operational experience and military assignment(s) in Air Operations C2 Planning units. Prior experience managing developmental or operational test. Proven team leadership experience integrating work across multiple disciplines to solve complex problems. Strong organizational and communication skills. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
